Introduction

This examination is being given to fill multiple part time vacancies in the Employment and Economic Development Department (EEDD) and to establish a referral pool to fill future part time vacancies. Effective July 2023 - 5% Cost of Living Adjustment increase

Effective July 2024 - 4% Cost of Living Adjustment increase

Effective July 2025 - 3% Cost of Living Adjustment increase

TYPICAL DUTIES

Assists in development of program and project proposals or services to meet community needs; develops assigned portions of grant applications for specific needs and submits to department management for review and approval; may participate in presenting grant applications to representatives of other organizations.

Assists in developing, writing, and negotiating contracts with sub-contractors for training or services.

Performs ongoing management of assigned contracts; monitors contracts for compliance with contract language and applicable local, state, and federal guidelines; identifies and enforces corrective actions; provides technical assistance and training to contractors; acts as liaison between contractors and departmental staff.

Assists in developing, implementing, and maintaining monitoring systems to ensure contract compliance, and to evaluate program performance.

Does budgetary, programmatic, and labor market research and informational analysis; reviews and analyzes federal and state statutes and regulations relative to assigned programs; prepares reports and statistical compilations. 

Assists in providing technical support to department management and partner agencies to facilitate the initiation, implementation, and maintenance of new charter programs; makes recommendations to bring programs into alignment with charter agreements.

May interpret policy; may provide requested information on contracts, labor market, and other programs to contractors, business, department staff, and others.

May train others.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited four-year college or university with a major in business administration, public administration, sociology, planning or closely related field.

Substitution:  Qualifying experience in budgetary, systems, financial, personnel or other administrative analytical work may be substituted for the required education on a year-for-year basis. 

Substitution: Experience performing duties comparable to an Employment Training Specialist II may substitute for the required education on a year-for-year basis. 

AND 

License:  Possession of a valid California driver’s license if required by the nature of the position.

KNOWLEDGE

Goals and objectives of employment and training or economic development programs; principles and practices of public administration; rules and regulations governing employment and training programs or economic development agencies; management principles; techniques of public relations; theories of organizational structure and behavior; techniques for gathering and analyzing information; budget and human resource management; principles of supervision; public speaking techniques; techniques of employee training; group dynamics; basic computer and modern office automation technology, including pertinent software.

ABILITY

Plan, direct and coordinate the activities of a division; perform complex managerial duties; interpret and apply federal and state regulations governing employment and training programs or economic development agencies; operate computers and standard office equipment; communicate effectively, both orally and in writing; establish and maintain effective working relationships with others; make presentations to groups; develop and administer budgets and perform related general management activities; write clear and concise reports; analyze data and prepare recommendations.

PHYSICAL/MENTAL REQUIREMENTS

Mobility-Frequent operation of a data entry device; sitting for extended periods; walking; occasional standing, pushing, pulling, bending, squatting, climbing stairs; occasional driving; Lifting-Frequently 5 pounds or less; Vision-Constant good overall vision and reading/close-up work; frequent color perception and use of eye/hand coordination; occasional use of depth perception and peripheral vision; Dexterity-Normal dexterity with frequent writing and repetitive motion; Hearing/Talking-Frequent hearing of normal speech; hearing/talking on the telephone; talking in person; Special Requirements-May require working weekend/nights; occasional travel; Emotional/Psychological-Frequent decision making, concentration, and public contact.

Selection Procedures

Applicants for part-time and temporary recruitments who meet the minimum qualifications are either referred to the hiring department for further selection or they may be required to take a written examination.  If a written examination is given, the top candidates may be referred to the hiring department for further selection.

Testing Accommodation:  Candidates who require testing accommodation under the Americans with Disabilities Act (ADA) must call Human Resources Division at (209) 468-3370 prior to the examination date. 

Physical Exam:  Some classifications require physical examinations.  Final appointment cannot be made until the eligible has passed the physical examination.  The County pays for physical examinations administered in its medical facilities.

Pre-employment Drug Screening Exam:  Some classifications require a new employee successfully pass a pre-employment drug screen as a condition of employment.  Final appointment cannot be made until the eligible has passed the drug screen.  The County pays for the initial drug screen.

 

Employment of Relatives: Applicants who are relatives of employees in a department within the 3rd degree of relationship, (parent, child, grandparent, grandchild or sibling) either by blood or marriage, may not be appointed, promoted, transferred into or within the department when:

  • They are related to the Appointing Authority, or

  • The employment would result in one of them supervising the work of the other

Department Heads may establish additional limitations on the hiring of relatives by departmental rule.
