Litigation Counsel III (#RL2073)



DEFINITION

Under direction, provides professional legal services for San Joaquin County, its departments and officers, and special districts in matters of litigation; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the experienced level class in the Litigation Counsel series. Employees in this class exercise a considerable amount of independent judgment and initiative in representing their assigned clients and may be assigned some of the most complex cases as special projects.

TYPICAL DUTIES

  • Renders legal advice to offices of San Joaquin County agencies, departments and special districts regarding a variety of litigation issues.
  • Researches and analyzes existing laws and regulations, court decisions, pending legislation and a variety of other legal material.
  • Prepares and reviews documents, briefs, memoranda, opinions, pleadings.
  • Appears in court and before administrative bodies; examines and cross-examines witnesses; presents oral arguments.
  • Confers with other attorneys and other agencies regarding litigation matters.
  • May supervise clerical staff.
  • MINIMUM QUALIFICATIONS

    Membership in the California State Bar.

    Experience: Four years of experience in the practice of civil law, which included considerable courtroom experience.

    KNOWLEDGE

    Legal principles and their applications; legal research methods, court procedures, rules of evidence and procedures; administrative law and the conduct of proceedings before administrative bodies; and laws applicable to operation of County government and related agencies.

    ABILITY

    Analyze legal principles and precedents and to apply them to complex legal and administrative problems; present statements of fact, law and argument clearly and logically in written and oral form; draft opinions, pleadings, rulings regulations and legislation; and independently present difficult and complex cases in court and before administrative agencies.
