Telecommunications Analyst (#RI1030)



DEFINITION

Under direction, performs skilled, professional administrative duties in support of the County's telecommunication services within the Information Systems Division; analyzes and troubleshoots telecommunications hardware and software; and performs other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

Incumbents in this class perform a variety of skilled duties related to telecommunications and related information systems. Work performed is of a professional nature, utilizing advanced skills that require an understanding of analytical procedures and processes. Incumbents work with significant independent authority and judgement. The individual assignment will determine the emphasis of an incumbent's duties as described below.

TYPICAL DUTIES

  • Performs professional level administrative duties in support of the County's telecommunication services including voice, data and voice mail systems; plans and implements telecommunications projects; coordinates activities with internal and external resources.
  • Performs administration and database management duties for a variety of systems including, but not limited to, the County's voice mail system and the Internal Service Fund Bar Code Inventory and Billing System.
  • Receives requests for new or enhanced telecommunications services including telephone moves, adds or changes, automated attendant services, voice mail, and associated hardware or software components.
  • Analyzes client communication needs and provides hardware/software changes to meet these needs; programs and implements software changes in telecommunications system or voice mail; oversees and coordinates the installation of voice and data communications systems; reviews projects with internal and external staff, vendors and contractors.
  • Coordinates hardware and software requests with vendors; monitors and tracks vendor orders and contracts.
  • Participates in the implementation of communications projects; inventories current equipment and supporting infrastructure; confers with end user to determine service needs and technical details of equipment required; researches and analyzes available services; provides cost estimates as necessary.
  • Serves as liaison for voice and data services to other departments, divisions, and outside agencies; coordinates assigned activities with internal and external organizations.
  • Troubleshoots telecommunications equipment problems to ensure functional operation; performs minor repairs; coordinates necessary adjustments.
  • Confers with higher-level management staff in the evaluation, selection, acquisition and implementation of telecommunications equipment.
  • Selects, trains, motivates and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies.
  • Participates in the development and administration of the telecommunications budget; approves the forecast of funds needed for staffing, equipment, materials and supplies; approves expenditures and implement budgetary adjustments as appropriate and necessary.
  • MINIMUM QUALIFICATIONS

    Education:  Graduation from an accredited four-year college or university with a major in telecommunications, computer science, information systems, mathematics, business administration or a related field.  

    Experience:  Three years of increasingly responsible telecommunications systems analysis and administration experience.

     

    Substitution #1:  One year of professional, advanced journey level information systems support work at a level comparable to Information Systems Analyst III may substitute for two years of the above required education.

     

    Substitution #2:  Possession of an approved telecommunications systems certificate, or completion of an approved telecommunications system training course may substitute for all or part of the above required education.  A list of approved certificates and/or courses shall be maintained within the Human Resources Department.

     

    Note:  The above education and experience requirements shall be waived for individuals employed within the Communications unit of the Information Systems Division as a Senior Office Systems Analyst on September 13, 2000.

    KNOWLEDGE

    Operations, services and activities of a comprehensive telecommunications program; principles and practices of voice system database management and administration; operational characteristics of a variety of telecommunications systems and equipment including voicemail, automated attendant and associated components; voice communication standards, protocols and management practices; principles and practices of troubleshooting telephone and voicemail problems; principles and practices of testing, troubleshooting, maintaining and repairing telecommunications hardware and software; principles and practices of data processing and communications; a variety of computer operating systems; methods and techniques of developing technical manuals; principles of supervision, training and performance evaluation; pertinent Federal, State and local codes, laws and regulations.

    ABILITY

    Administer County-wide telecommunications systems; evaluate client telecommunications needs and design services to meet their operating requirements; design, develop and evaluate systems to meet client voice and data needs; troubleshoot complex telecommunication equipment problems; oversee, direct and coordinate the work of lower level staff; select, supervise, train and evaluate staff; operate a variety of telecommunications systems and equipment; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.
