DEFINITION

Under general direction, performs responsible analytical and supervisory work in develops and coordinates mental health consumer performance outcome data capture and analysis within the Mental Health Services Performance Outcome Unit of San Joaquin County Mental Health Services; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

An employee in this single position class develops, coordinates, supervises, and maintains the activities of the Mental Health Services Performance Outcome Unit. This includes collecting, monitoring and analyzing the performance outcome data of Mental Health Services. An incumbent prepares and distributes analytical summaries and state mandated reports to the California Department of Mental Health, Mental Health staff, and federal, state, and local agencies. General direction is received from senior administrative staff.

TYPICAL DUTIES

  • Develops, organizes, implements and maintains a performance outcome evaluation system in Mental Health Services; reviews and interprets applicable federal, state, and local legislation, regulations and standards; ensures that state mandated reporting requirements are met.
  • Reviews and analyzes the performance outcome data captured; coordinates data collection and formatting data sets; performs complex statistical studies using advanced statistical techniques to analyze performance outcome data; identifies performance outcome trends; investigates areas where data is limited.
  • Writes policies and procedures; prepares and distributes statistical and narrative reports to the California Department of Mental Health, as well as to other federal, state, and local agencies, administrative and management and clinical staff; prepares and/or responds to collateral correspondence and questionnaires.
  • Selects, assigns, trains, supervises and evaluates subordinate paraprofessional, technical and clerical staff; recommends disciplinary action as appropriate.
  • Directs in-service training sessions to introduce and/or instruct clinical staff in the application and interpretation of the performance outcome data; advises clinical staff regarding the integration of performance outcome data into client treatment plans/case management.
  • Manages performance outcome data collection methodology including but not limited to computerized components and other technical elements; designs and conducts evaluation studies to assess clinical program effectiveness; monitors performance outcome surveys; analyzes, interprets, and presents results and recommendations.
  • Integrates, collaborates, and confers with other mental health programs and staff, other divisions of the Health Care Agency, private health providers, hospitals, and community, state and federal agencies, as assigned.
  • MINIMUM QUALIFICATIONS

    Education: Master's Degree or Ph.D. from an accredited college or university in sociology, social work, psychology, social psychology, biostatistics, or closely related field.

    Experience: Either (1) One year of experience providing clinical services in a mental health facility; or (2) One year of professional, post-graduate level data analysis or research experience, including the collection, compilation, analysis, interpretation and presentation of data.

    License: Possession of a valid California driver's license.

    KNOWLEDGE

    Principles of organizational planning and analysis, statistical analysis, research methods/techniques and report writing; statistical and other methods used in the analysis and projection of data and analytical techniques; basic principles of in-service training; principles of human psychology and behavior; basic organization and functioning of mental health systems; principles and methods of data gathering, analysis and presentation; principles and techniques of employee selection, training and supervision.

    ABILITY

    Apply principles, practices, methods, techniques, and analysis of data; gather and analyze data; plan and carry out statistical projects; understand practices, methods and techniques of data analysis, and statistics to the gathering, organizing and analysis of data, present data in charts, graphs and appropriate forms; express oneself clearly and concisely both orally and in writing; establish and maintain effective working relationships with others.
