DEFINITION

Under general direction, coordinates recruitment of health care professionals; coordinates staff development activities for the Department of Health Care Services; and does other or related work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

An incumbent of this single position class in the Department of Health Care Services is responsible for (1) coordinating the recruitment of health care professionals including physicians, nurses, pharmacists, and others and (2) coordinating agency wide staff development activities. Direction is received from the Human Resources Director, Health Care Services.

TYPICAL DUTIES

  • Plans, coordinates, and conducts programs to recruit health care professionals including nurses, physicians, and others; prepares recruitment advertisements; coordinates activities with agency and County Personnel staff.
  • Supervises and participates in responding to inquiries for employment; reviews, accepts, and/or rejects applications for employment; assures appropriate follow-up action and processing; makes timely referrals of applicants through subordinate staff.
  • Schedules, chairs, and participates in oral examination panels; may participate with County Personnel staff in preparation and administration of written examinations.
  • Plans, schedules, supervises, and participates in new employee orientation programs including benefits orientation sessions.
  • Schedules and coordinates safety review and annual health check programs for San Joaquin General Hospital staff; may assist Nursing Department clinical instructors in cardiopulmonary resuscitation training.
  • Plans, develops, schedules, coordinates, and participates in agency-wide training in the areas of Affirmative Action, Equal Opportunity Employment, Sexual Harassment in the Workplace, Diversity Programs, Management and Supervisory Training, and other programs as assigned.
  • Plans, develops, schedules and coordinates health and wellness programs for agency and County employees.
  • Consults with Nursing Education, department management and others to determine staff development needs; recruits instructors, applies for continuing education credits through State Board of Registered Nursing.
  • Coordinates attendance at training sessions; supervises notification, enrollment, follow-up, and maintenance of appropriate computerized records; reviews and evaluates programs for effectiveness and recommends or initiates changes or improvements.
  • Participates with Nursing Education to ensure safe and adequate inventory of audio-visual equipment and supplies.
  • Prepares reports and correspondence; conducts salary and other surveys as assigned.
  • Attends meetings; participates on committees as assigned.
  • Supervises technical and clerical staff assigned to assist with projects.
  • MINIMUM QUALIFICATIONS

    Education: Graduation from a four-year college or university with a major in business administration, Public Administration, Communications, Nursing, or other related field.

    Experience: Two years of experience conducting professional recruitment and/or coordinating staff development programs in a health care facility.

    Substitution:  Additional experience may be substituted for the required education on a year-for-year basis to a maximum of two years.

    KNOWLEDGE

    Principles and practices of recruitment; requirements of a wide variety of health care professional job classes including nursing specialties; recruitment resources; hospitals and health care organizations; principles and practices of staff development in health care facilities; regulatory requirements as related to staff development; typical components of health and wellness programs; human resource information systems.

    ABILITY

    Recruit health care professionals; write and place effective recruitment advertisements; coordinate a complex recruitment program; coordinate, plan and supervise the work of others; understand and interpret complex regulations and requirements; communicate effectively, orally and in writing; use a variety of types of audio-visual and other training equipment; establish and maintain effective working relationships with others; utilize a variety of management information systems.
