Chief Deputy - Revenue & Recovery (#EB2700)



DEFINITION

Under general direction, administers the Revenue & Recovery Division of the Treasurer-Tax Collector's Office; and does related or other work as required.

CLASS CHARACTERISTICS

The incumbent of this exempt, single-position class is responsible for planning, organizing and administering the operation of the Revenue and Recovery Division of the Treasurer-Tax Collector's Office, which is responsible for collecting monies due to San Joaquin County or for securing such accounts through legal means so that monies may be collected at a later date.

TYPICAL DUTIES

  • Plans, directs and administers the ongoing operations of the Revenue & Recovery Division; investigates financial resources of debtors and secures and monitors payments by debtors.
  • Confers regularly with the Assistant Treasurer Tax Collector; provides information concerning collections and account status in the Revenue & Recovery Division.
  • Directs operations through subordinate supervisors; selects, assigns, supervises, trains, and evaluates staff; reviews the work of staff to ensure that maximum collection is being effectuated; analyzes complex reports and statistical data reflecting activities of staff; evaluates the quality and efficiency of operating methods and procedures; develops and implements improvements; summarizes information and prepares reports.
  • Reviews new and proposed County policies and legislation affecting the division; establishes operating policies and procedures; adjusts operating procedures as required.
  • Evaluates the effectiveness of data processing systems for the Revenue & Recovery Division; coordinates division system needs, changes and modifications with County Information Systems Division and other departments; represents the division on system-related issues.
  • Coordinates division activities with other divisions, departments, and agencies.
  • Prepares and administers division's budget.
  • Reviews accounts recommended for legal action; coordinates and works closely with County Counsel regarding legal actions; oversees the compilation of information requested by County Counsel's office for use in court.
  • MINIMUM QUALIFICATIONS

    Education: Graduation from an accredited college or university with a major in business administration, economics, accounting or closely related field.

     

    Experience: Four years of increasingly responsible work in the supervision of account collections, including responsibility for development, maintenance and revision of collections, legal actions, and related record keeping systems and procedures.

     

    Substitution:  Additional qualifying experience may be substituted for the required education on a year-for-year basis.

    KNOWLEDGE

    Basic accounting principles; laws governing collections activities of government agencies; management principles and practices; collections procedures; principles of effective oral and written communication; basic computer and modern office automation technology, including software pertinent to account collections; principles and techniques of supervision and training; principles of budget and report preparation; public relations techniques.

    ABILITY

    Formulate short and long-range plans; develop and implement collections procedures; administer an account collections program; understand, interpret and apply legal codes, regulations and rules pertaining to collections activities; prepare financial and statistical reports; communicate effectively, both orally and in writing; supervise, train, evaluate and discipline staff; utilize computers and office automation equipment to perform collections work;  establish and maintain effective working relationships with the general public, staff and other departments and agencies; deal tactfully and courteously with the public under stressful situations.

    PHYSICAL/MENTAL REQUIREMENTS

    Mobility-Frequent sitting for long periods of time while operating a keyboard; occasional standing for long periods of time, walking; Lifting-Occasional lifting of 30 pounds or less; Vision-Constant use of overall visual capabilities; frequent need for use of color perception, hand/eye coordination, reading and/or close up work;  Dexterity-Frequent holding, grasping, repetitive motion and writing; Hearing/Talking-Constant hearing and talking of normal speech in person and on the telephone; Emotional/Psychological-Constant concentration and decision making; frequent public contact; occasional working alone; Environmental Conditions-Occasional exposure to noise; occasional risk of exposure to dust, poor ventilation, and indoor cold/heat.
