The Department provides assistance and support to homeless and at‐risk youth, adults and families to prevent imminent episodes of homelessness and end homelessness for people in San Francisco. What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that serves 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-barrier entry model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Problem Solving/Diversional programs including the Homeward Bound program which has helped 11,000 individuals return to stable housing in their city of origin; and robust supportive housing programs over 8,000 units which provide permanent housing and services to formerly homeless individuals and families.

Appointment Type
Temporary Provisional (TPV). A provisional appointee must participate and be successful in a Civil Service Examination process for this classification and be selected through an open competitive process in order to be considered for a permanent appointment. Provisional appointments may not exceed three (3) years.

What You’ll Be Doing
Under general supervision, the Stationary Engineer maintains and schedules regular preventive maintenance of building systems, HVAC, electrical, and plumbing at HSH facilities. The Stationary Engineer works closely with the Buildings and Grounds Maintenance Supervisor on managing a budget for building repairs. The Stationary Engineer prices out jobs, maintains expenditure records of repaired systems along with dates of repairs, keeps building maintenance log books, and maintains and updates building profile of managed site as needed. The Stationary Engineer rotates with other engineers during 24 hours on-call months, keeping all party involved informed with electronically written feedback of calls received. The Stationary Engineer maintains the disaster and emergency preparedness binder and ensures that all equipment remain in good and working condition, documents and communicates to the Buildings and Grounds Maintenance Supervisor any potential health and safety issue noticed on the site, and performs and documents quarterly checks of fire life safety equipment.


Shift:
Monday-Fridays: 6:00 AM – 3:00 PM or 7:00 AM – 4:00 PM with rotating monthly 24-hour on-call schedule (required to respond to after hour emergencies within an one-hour window)


Working Conditions:
Nature of work involves physical effort in the repair and maintenance of machinery and equipment; the ability to lift heavy objects; exposure to working conditions where minor abrasions, bruises, and burns may occur; occasional uncomfortable work inside closed and dirty spaces; exposure to potential uncomfortable weather conditions and traffic conditions; and requires physical stamina to stand, stoop, bend and climb ladders while working in confined spaces, entryways and tight crawl spaces.


The position includes the following responsibilities:

  • Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).
  • Inspects and tests: machinery and equipment for safe, efficient and proper operation by visual and audio inspection during walk-throughs and by standard monitoring; fire prevention equipment to ensure safe and proper functionality; water storage and multiple distribution systems, high pressure zones, wood and steel storage tanks, pumps and relief valves, and samples of water.
  • Makes entries and keeps records on shift operation by taking and entering gauge readings and accurate water laboratory analysis readings and temperatures on operating log sheets or into a computer data system to ensure preventative maintenance and equipment history; and changes charts and recordings accordingly.
  • Receives, records, and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.
  • Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.
  • Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. As part of an emergency response team, recognizes, evaluates, and responds to potentially hazardous situations.
  • Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.
  • Performed other related duties as assigned/required.

Minimum Qualifications

Experience
Four (4) years of verified journey-level stationary engineer experience in the maintenance, repair and operation of a variety of mechanical and electrical pumping, heating, air conditioning, ventilating and related plant machinery used in a government establishment, hospital, industrial, production or commercial building.

License and Certification
Possession of a valid California driver’s license.

Possession at time of hire a Universal Chlorofluorocarbon (CFC) certificate issued by the Federal Environmental Protection Agency.

Substitution
Any of the following may be substituted for the required experience:

  • Completion of a recognized four-year Stationary Engineer apprenticeship program.
  • Graduation from a recognized four-year Maritime Academy with a degree in engineering or technology.
  • Possession of at least a 3rd Assistant Marine Engineer's License of any (unrestricted) horsepower.

  • Special Condition
    Ability to lift a minimum of 50 pounds.

    Desirable Qualifications

    One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

    Selection Procedures

    The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview.     Tuberculosis Screening
    Prior to appointment, applicants may be required to take a tuberculosis (TB) screening test.

    Driving Clearance
    Prior to appointment, applicants may be required to past the Department's SAMBA driver safety test.

    Conviction History
