Appointment Type:  Provisional.  Provisional applicants must participate in a Civil Service Examination for this job classification to be considered for permanent appointment. The qualified applicant pool resulting from this recruitment may be utilized to fill vacancies at various locations throughout the San Francisco Department of Public Health.

The Department of Public Health’s Primary Care Section is accepting applications for one (1) full time position in class 2932 Senior Behavioral Health Clinician - Primary Care Behavioral Health Supervisor.

Location:  Zuckerberg San Francisco General Hospital and Trauma Center's (ZSFG) Family Health Center, 995 Potrero Avenue, Building 80 (1st and 5th Floors), San Francisco, CA 94110.

Schedule/Shift: Monday-Friday 8:00 am - 5:00 pm or 11:00 am - 8:00 pm and occasionally Saturdays 8:00 am - 1:00 pm, depending on the operational needs of primary care clinic.

Essential Duties:

Under direction of the Center Director/Medical Director (class 2233), the Primary Care Behavior Health Director (class 0931), the Primary Care Behavioral Health Assistant Director (class 0922), the 2932 Senior Behavioral Health Clinician - Primary Care Behavioral Health Supervisor performs the following duties:  

  • Supervises Primary Care Behavioral Health (PCBH) Behavioral Health Clinicians (BHCs) and Behavioral Assistants (BAs) at one or more primary care health clinics;
  • Provides direct clinical short term patient clinical care at a primary care clinics;
  • Participates on the Management Team at the health center(s), supervises the PCBH staff, and provides direct patient care 30-50% of the time;
  • Reviews job applications and participate in hiring to fill PCBH staff vacancies at the identified clinic(s);
  • Provides onboarding, initial orientation, and ongoing training to BHCs and BAs;
  • Provides training and support to all PCBH team members in PCBH workflows, PCBH Electronic Health Record (EHR) use, and behavioral health integration short term treatment;
  • Supports PCBH Leadership with identifying core competencies and best practices for the PCBH roles;
  • Supports PCBH staff with adhering to best practices among supervisees;
  • Creates, in collaboration with other PCHC Team Supervisors, clinical scripts for staff engaging in behavioral health integration at a primary care clinic;
  • Shadows supervisees with patients, and provide them with feedback and coaching based on clinical and documentation training needs, as necessary;
  • Reviews licensed supervisees’ chart notes , and provide them with feedback and coaching based on training needs, as necessary;
  • Reviews all clinical notes of unlicensed BHCs with valid registration with the California Board of Behavioral Sciences (BBS) as Associate Social Workers (ASW), Associate Marriage and Family Therapists (AMFT), or Associate Professional Clinical Counselors (APCC); signs off on EHR clinical documentation; provides BHCs with feedback and coaching based on training needs, when necessary;
  • Identifies annual departmental program goals in collaboration with the PCBH Leadership Team; develops, with supervisees, professional development goals for supervisees’ growth; creates and monitors performance development plans with supervisees;
  • Completes annual and semi-annual Performance Appraisals for supervisees;
  • Works with the Director of PCBH and PCBH leadership in: program strategic planning and monitoring and reporting of progress in meeting program targets including Quality Improvement behavioral health integration goals;
  • Takes a leadership role in special projects for PCBH as assigned; and
  • Represents PCBH at select system-wide meetings.

Minimum Qualifications

  • Possession of a valid Licensed Clinical Social Worker (LCSW) license issued by the California Board of Behavioral Sciences (BBS); OR
  • Possession of a valid Marriage and Family Therapist (MFT) license issued by the California Board of Behavioral Sciences (BBS); OR
  • Possession of a valid Professional Clinical Counselor (LPCC) license issued by the California Board of Behavioral Sciences (BBS);

AND

  • Two (2) years of verifiable post-Master’s psychiatric Marriage, Family and Child Counselor (MFCC), Marriage, Family Therapist (MFT), Clinical Social Worker (LCSW) or Professional Clinical Counselor (LPCC) experience in a psychiatric or medical setting; AND
  • One (1) year of clinical experience with children (Special Condition).

One (1) year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a forty (40) hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment. Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Supervisory or managerial experiences is preferred
  • Bilingual in Cantonese or Spanish is preferred
  • Experience providing brief/short term, evidence-based behavioral health services in primary care or other medical settings
  • Strong organizational abilities, including ability to manage a wide variety of tasks, with consistent and timely follow-through on tasks and project
  • Flexibility, creativity, and ability to think and act in a time-efficient manner
  • Ability to outreach to and build alliances with providers, patients, colleagues, and supervisors
  • Excellent verbal and written communication skills
  • Experience with systematic collection of data, data analysis, and data reporting
  • Experience assessing and diagnosing patients using DSM/ICD categories

Departmental Selection Procedures:

Conviction History

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Note on Personal Protective Equipment (PPE):
Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.  

Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.
