Appointment Type:  Provisional.  Provisional applicants must participate in a Civil Service Examination for this job classification to be considered for permanent appointment. The qualified applicant pool resulting from this recruitment may be utilized to fill provisional vacancies at various locations within DPH.

The San Francisco Department of Public Health (SFDPH), Gender Health SF (GHSF) is accepting applications for one (1) full-time position in class 2932 Senior Behavioral Health Clinician. The 2932 Behavioral Health Clinician will function as a Clinical Director for GHSF and consult with providers throughout the system of care.

GHSF, a dynamic and unique program, is the first of its kind in the United States.  Our mission is to provide access to gender affirming surgeries and quality care for underserved transgender and gender non-binary people in San Francisco, contribute to improved quality of life, and return consumers to medical and mental health care.

Location:  995 Potrero Avenue, Building 80, Room #8000N, Ground Floor, San Francisco, CA  94110

Schedule/Shift:  Monday - Friday, 8:00 a.m. - 5:00 p.m.

Essential Duties:
Under direction of the Program Director, the 2932 Senior Behavioral Health Clinician performs the following duties:

  • Supervises Behavioral Health Clinicians and Peer Patient Navigators;
  • Performs patient assessments for gender affirming surgery and writes letters documenting assessments;
  • Provides mental health consultation to primary care providers in SFDPH and to community primary care and mental health providers and community members; Provides advocacy and education for improved access, services, and policies for transgender/gender-variant patients;
  • Evaluates material obtained as a result of interviews and analyses;
  • Decides on disposition of each case, including referral to other staff members for further study and recommendations or referral to appropriate community agency;
  • Conducts case conferences of patient referrals;  
  • Maintains clinical records and other necessary paperwork in a timely manner to keep cases in compliance with all regulations;
  • Conducts group psychotherapy in regularly scheduled group sessions;
  • Provides therapy, case management and coordination services to GHSF clients;
  • Treats individual patients on a regular recurrent basis by applying difficult and intensive casework techniques in order to reduce mental and emotional illness; observes and monitors patient's condition;
  • Develops a clinical internship program in collaboration with the Behavioral Health Services (BHS) Training Coordinator;
  • Creates a staff wellness program in collaboration with the BHS Staff Wellness Coordinator;
  • Participates as a member of a multi-disciplinary Behavioral Health Team.
  • Contributes to development, implementation, and maintenance of high quality services for transgender/gender-non binary or questioning community with SFDPH.
  • Completes appropriate forms and documents as required;
  • Conducts presentation and psycho education sessions once per month; and
  • Participates in meetings as assigned.

The 2932 Senior Behavioral Health Clinician performs related duties as required.

Minimum Qualifications

License and Certification

  • Possession of a valid Licensed Clinical Social Worker (LCSW) license issued by the California Board of Behavioral Sciences (BBS); OR
  • Possession of a valid Marriage and Family Therapist (MFT) license issued by the California Board of Behavioral Sciences (BBS); OR
  • Possession of a valid Professional Clinical Counselor (LPCC) license issued by the California Board of Behavioral Sciences (BBS).


  • Two (2) years of verifiable post-Master’s psychiatric Marriage, Family and Child Counselor (MFCC), Marriage, Family Therapist (MFT), Clinical Social Worker (LCSW) or Professional Clinical Counselor (LPCC) experience in a psychiatric or medical setting; AND
  • One (1) year of experience working with the transgender, transsexual, or gender non-binary population in an administrative capacity or providing direct service in an educational, health, community-based or other program serving the medical, emotional health, socioeconomic or other needs of transgender, transsexual, or gender non-binary communities (Special Condition).

One (1) year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a forty (40) hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment. Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Master’s degree in Counseling, Social Work or Public Health
  • Experience providing health related presentations for transgender health
  • Experience providing supervision with peer patient navigators
  • Familiarity with public health populations
  • Demonstrated experience with transgender, transsexual and gender non-binary people
  • Familiarity with communities of color and desire to develop cultural competence
  • Desire to work sensitively with diverse populations
  • Demonstrated ability to provide culturally appropriate health education/information and outreach to targeted population
  • 12 month Transgender, Transsexual and Gender Non-binary experience
  • Commitment to public health
  • Knowledge of the medical, mental health, social, and cultural needs of the transgender, transsexual, and gender non-conforming communities
  • Ability to work sensitively with diverse cultural groups including immigrant populations
  • Ability to work cooperatively and effectively in a multidisciplinary team
  • Fluency in Spanish/English

Departmental Selection Procedures:

Conviction History

Disaster Service Workers

Note on Personal Protective Equipment (PPE):
Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.  

Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.  

Medical Examination:
