Introduction

Appointment Type:  Temporary Exempt (TEX). This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer, and the duration of the position(s) shall not exceed 24 months.

                     

Position Description: The San Francisco Department of Public Health's Office of Contracts Management and Compliance (OCMC) is accepting applications for one (1) full time trainee positions in class 9910 Public Service trainee.


NOTE: The qualified applicant pool may be used to fill other positions located at different locations in the next six months.


Location: 1380 Howard Street, San Francisco, CA 94103 or 101 Grove Street, San Francisco, CA 94102, dependent on the needs of the department


Working Hours: Full-Time, Monday to Friday, business core hours 8:00AM to 5:00PM. Shift assignments are subject to changes depending on the operational needs of the division. This position may require occasional work during the evenings and weekends.


Examples of essential duties of this position include but are not limited to: 

Under the general direction, the 9910 Public Service Trainee will be responsible for a wide range of administrative duties that support the Office of Contracts Management and Compliance. The 9910 Public Service Trainee will be trained to perform the following essential duties:

·       Assist in preparing, reviewing, processing and monitoring contracts, reports, and proposals

·       Maintain Certificates of Insurance, databases, documents, files, spreadsheets, and other records and check for accuracy, completeness and validity 

·     Prepare, generate, and update documents, reports, spreadsheets, databases and mailing lists

·       Provide routine information to departmental personnel on the preparation of budget and policy documents, reports, and program implementation

·       Properly hand deliver/pick-up proposals, contracts, and other documents related to contract approvals

·     Read and understand legal and financial documents for complex City contracts

·       Respond to inquiries from the public and City representatives

The 9910 Public Service Trainee also performs other related duties as assigned.

Minimum Qualifications

Education: Current enrollment in a bachelor's degree program from an accredited college or university in accounting, economics, English, finance, political science, public or business administration, public policy, urban studies, or a related field.

Desirable Qualifications:

  • Possession of a bachelor's degree in accounting, economics, English, finance, political science, public or business administration, public policy, urban studies, or a related field. 
  • Knowledge of contracting processes
  • Ability to work independently and in a team 
  • Ability to walk 8 or more blocks twice a day to deliver documents 
  • Analytical experience
  • Excellent interpersonal, oral and written communication skills
  • Experience with Adobe Acrobat
  • Experience with WordPress or website development, etc.
  • Proficiency in the use of Microsoft Suite
  • Strong organizational skills

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying)

Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position.

Applicants meeting the minimum qualifications are not guaranteed advancement in the selection process. Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 31003109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker related training as assigned, and to return to work as ordered in the event of an emergency.

Note on Personal Protective Equipment (PPE):

Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.

Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.

 

Medical Examination/Drug Testing:

Prior to appointment, at the Department's expense, applicants may be required to take a tuberculosis (TB) screening test, a medical examination and/or drug test.
