Position Description:

Mayor's Office of Housing and Community Development (MOHCD)

MOHCD's mission is to address social, economic, and racial in equities through the creation of affordable housing opportunities and the funding of essential services that are foundational for strong communities.  We are industry leaders in the implementation of policies for the creation, rehabilitation and preservation of affordable housing.  In our housing practices, we strive to build teams that reflect the diversity of our City and the populations we serve, and we urge qualified candidates of all races, ethnicity, sexual orientation, and gender identity to apply.  This is a temporary 18 month assignment.

Specific duties for the 9774 - Senior Community Development Specialist I position includes:  

Validating, quality control and closing all project transactions

Coordination and project management of sales process

Evaluating and streamlining program policies and procedures

Providing functional guidance and support to lower level staff

Processing program transactions including but not limited to application intake, data validation, and household income and asset underwriting to determine compliance and eligibility with program requirements and guidelines;

preparation of the necessary documents for loan approvals and closings;

lead contact for technical assistance to lenders, mortgage brokers and housing counselors

explaining decisions and responding to program inquiries from various groups, organizations and individuals;

lead coordination with 160 Folsom sales team and OCII staff;

preparation of reports

Minimum Qualifications

 

1.        Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing and/or housing development, finance, education, social work, children/youth work, or criminal justice; OR

2.       Possession of a baccalaureate degree from an accredited college or university with major coursework in public or business administration, urban planning, government, social work, education, finance, criminal justice, or related field AND two (2) years of administrative/professional experience in community development, housing and/or housing development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

 3.       Possession of a Master’s degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND one (1) year of administrative/professional experience in community development, housing and/or housing development, finance, education, social work, children/youth work, or criminal justice; OR

4.       Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, finance, education, social work, children/youth work, or criminal justice.  

SUBSTITUTION: Verifiable administrative/professional experience involving community development, housing and/or housing development, finance, education, social work, children/youth work, criminal justice, and/or elections may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Selection Plan

Supplemental Questionnaire - (Weight 100%) - Candidates will be required to complete a supplemental questionnaire.  The Supplemental Questionnaire Evaluation is designed to measure the knowledge, skills and/or abilities in job-related areas which may include but not be limited to experience working with databases, Microsoft Office Suite, and diverse populations, strong verbal and written communication skills, working with sensitive client information, and handling multiple deadlines or difficult situations in an efficient and professional manner. 

 

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

Disaster Service Workers
