JOB TYPE:  This Temporary Exempt – As Needed (Category 16) position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer. This position has an anticipated duration of 1040 hours per fiscal year and this position will not result in an eligible list or permanent civil service hiring.  

WORK LOCATION: Incumbent will conduct the majority of work at various sites throughout the City of San Francisco. However, the incumbent will report daily to San Francisco Public Works, 2323 Cesar Chavez, San Francisco, CA 94124.

NATURE OF WORK: Nature of work involves some physical effort and manual dexterity in the use of the fingers, limbs and body.  Safety rules and regulations are a primary consideration in the nature of the work that is performed within this job code.  Duties may require working at heights; working on confined spaces; possible exposure to hazardous materials, infectious waste, asbestos and other health hazards. Positions may periodically require being on call at all times and/or working on weekends and holidays.  

POSITION: Under supervision, performs highly skilled, journey-level steamfitter duties in altering, maintaining, repairing, inspecting and installing steam heat and steam power installations and other equipment such as pumps, compressors, boilers and steam power lines; and performs related duties as required.    


  • Alters, maintains, repairs, inspects and installs the following: all piping fixtures, pumps and/or appurtenances; all steam or hot water boilers of any type; pipefitting and any related piping systems including fixtures and/or appurtenances associated with steam plants and/or steam systems; hot water heating systems connected with high or low pressure steam plants including all piping, fitting and fixtures and/or appurtenances of every description; all control systems including but not limited to pneumatic, electric, electronic, DDC and related systems; HVAC systems and all piping fixtures and/or appurtenances of every description associated with it and related equipment; all types of piping fixtures and/or appurtenances related to all refrigeration systems; chillers, all chilled water systems; cooling systems; and all CFC certification requirements; cooling towers; all process piping; chemical treatment systems; air compressors; expansion tanks; and oil and gas fired equipment.
  • Cuts, threads and grooves steel pipe; cuts, bevels, fits up and tack welds steel pipe; solders and brazes copper & brass pipe and fittings.
  • Installs, replaces and repairs pipe covering/insulation.
  • Makes rough sketches and prepares material list using figure or isometric drawings.
  •  Keeps records of time spent and work completed.
  • Uses trade related hand, power and pneumatic tools to alter, maintain, repair, inspect and install steam heat and steam power installations and other equipment.
  • Operates motor and utility vehicles such as forklift, scissors lift, high ranger and/or other specialized equipment to move materials to and out of work sites.
  •  Lifts and moves heavy objects, up to 100 lbs. including equipment, machinery parts and heavy tools to appropriate work areas.
  • Communicates with a variety of individuals including supervisors, tenants, and general public regarding steamfitting operations and procedures.
  • Performs other related duties as required.




Minimum Qualifications

Education: Completion of a five year accredited steamfitters' apprenticeship program AND

Experience: Two (2) years verifiable experience as a journey-level steamfitter as it relates to Uniform Building codes and the American Society of Mechanical Engineers (A.S.M.E.) OR a combination of apprenticeship and journey level experience totaling seven years AND

License and Certification: Possession of a valid driver license. 

Some positions may require valid certification of Chloroflourocarbon (C.F.C. - type I and II) as required by the Environmental Protection Agency (EPA). This certification must be obtained within one year of appointment.


1.   MEDICAL EXAMINATION: Prior to appointment, eligible candidates must successfully pass a medical examination to determine his/her ability to perform the essential function of this job.

 2.    MEDICAL TESTING: Prior to appointment, eligible candidates must successfully pass the TB testing Process.

3.    SECURITY CLEARANCES AND BACKGROUND INVESTIGATIONS: Positions in this classification may require that successful candidates who become eligible for appointment may be required to go through a background investigation to determine the candidate’s suitability for employment in this classification. Factors considered in the investigation may include employment history, use of illegal/controlled substances. Reasons for rejection based on this investigation may include, but not limited to: applicable convictions, repeated or serious violations of the law, inability to accept supervision, inability to follow rules and regulations, falsification of application materials and/or other relevant factors. Failure to obtain and maintain security clearance may be basis for termination.

4.     Prospective and current employees may be subject to DRUG AND/OR ALCOHOL TESTING in accordance with Federal rules and regulations.  

The City and County of San Francisco’s Substance Abuse Policy, in compliance with the Department of Transportation Omnibus Transportation Employer Testing Act of 1991 employing the Federal Motor Carrier Safety Administration (FMCSA) and Federal Transit Administration (FTA) regulations, requires drug and alcohol testing for employees in “safety-sensitive” positions. Some 7338 Electrical Line Worker positions qualify as “safety-sensitive” as defined by the (FMCSA) and FTA regulations. The selected applicants for “safety-sensitive” positions will be required to pass a Pre-Employment drug test prior to appointment and shall be subject to Random, Post-Accident, Reasonable Suspicion, Return-To-Duty, and Follow-Up testing during employment. Prior to appointment to an FMCSA “safety-sensitive position, each applicant who has participated in a DOT drug and alcohol testing program within the immediately preceding two years will be required to sign a consent form authorizing the City to contact his/her prior employers concerning his/her drug and alcohol test history.”

Conviction History

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.


All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5%-13.25% of compensation.
