The Port of San Francisco is recruiting to fill two (2) Environmental Planner IV positions. These positions are excluded by the Charter from competitive civil service examination process. The successful candidates shall serve at the discretion of the appointing officer with appointment duration of up to three (3) years.  


Department Overview
The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, ship repair, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise-shipping. With some of the most modern and flexible shipping-terminal facilities on the West Coast, as well as naturally deep water, the Port can handle just about any type of cargo, including containers, break-bulk, neo-bulk, automobiles, and project cargoes.

The Port of San Francisco has many internationally recognized landmarks such as Fisherman’s Wharf, Pier 39, the Exploratorium, the Ferry Building and AT&T Park, home of the San Francisco Giants baseball team. With its unique and historic properties, the Port is home to a variety of tenants and uses.

The Port Commission over the last five decades has led a remarkable transformation of the Port; maintaining its industrial maritime heritage while developing new uses, including commercial and public activities, that have helped San Francisco remain one of the most visited and popular cities on the globe.

Seawall Earthquake Safety Program
The Seawall Earthquake Safety Program is a priority City infrastructure project led by the Port of San Francisco to repair or replace the historic Embarcadero Seawall. The historic Seawall stretches just over three miles from Fisherman’s Wharf to Mission Creek and protects San Francisco’s public waterfront, Port facilities, major transportation, sewer and utility infrastructure along or beneath The Embarcadero, and the downtown and upland neighborhoods.

The Seawall Earthquake Safety Program is a multi-phase, generational effort expected to last several decades and cost up to $5B. Initial studies of earthquake, flooding and sea level rise vulnerability are complete and Phase 1 of the Program is now underway. Phase 1 is focused on critical earthquake and flood protection improvements and includes: detailed data collection, multi-hazard risk assessment, development and assessment of improvement measures and alternatives, selection of a preferred improvement program and Phase 1 projects, and design/entitlement/construction of Phase 1 projects. Phase 1 is expected to last 10 years and is currently budgeted at $500M. More information can be found at www.sfseawall.com.

The essential duties of this position include:
• Leading the environmental permitting effort and assisting the Project Team to complete other planning aspects including resiliency, land use, transportation, urban design and historic preservation, security and safety, emergency response and recovery, and community engagement. The Environmental Planner IV will report to the Seawall Program Manager and work closely with the Port’s Division of Planning and Environment including the Port’s Resilience Planner.

• Leading the evaluation of environmental considerations for various improvement measures and project alternatives; assessing schedule and permitting risks, developing strategies for successful and timely environmental approvals, and determining strategies that will advance the Port’s goal of improving the health of the Bay while keeping Phase 1 on schedule for completing critical safety improvements.

• Collecting, analyzing, organizing and coordinating technical information from multiple sources to support the environmental approvals effort.

• Assuming the lead role for developing effective environmental permitting strategies that meet Program needs, developing detailed permit and approval schedules, anticipating and managing permit/approval risks, and driving the process to secure environmental permits/approvals on time and as necessary to keep the Program on schedule.

• Managing consultants and other technical support resources to produce high quality technical studies and documentation necessary to advance and secure environmental approvals.

• Managing consultants to deliver services according to contractual agreements, within scope and budget, and taking a pro-active approach to change management.

• Functioning as a key member of the high performing, multi-disciplinary Seawall Program Team by working effectively and cooperatively with technical leads, discipline leads, and Program Management.

• Establishing and leading an inter-agency working group of representatives from key regulatory and resource agencies to ensure agency priorities and needs are identified early, that agencies are actively engaged during project development and design, to facilitate understanding and develop regulatory strategies to support project entitlement approvals.

• Managing the successful completion of environmental review processes and documents pursuant to California Environmental Quality Act (CEQA) and National Environmental Protection Act (NEPA), including management of Port and City staff to review and comment on technical studies, close coordination with San Francisco Planning Department Environmental Planning staff, CEQA/NEPA environmental consultants, and San Francisco City Attorney’s Office.

• Assisting the Port’s Resiliency Planner to manage and execute the stakeholder engagement process for the Project, in coordination with Seawall Public Relations Lead, Port Resilience Program Manager, and City’s Chief Resilience Officer to ensure message points and project information developed by the Port and consultant teams also align with other strategic communications for Port development and lease projects, the Waterfront Plan Update, and City sea level rise and resilience planning efforts.

• Preparing presentation materials and speaking at public meetings to provide updates on environmental planning efforts; meetings are expected to include the Port Commission, Seawall Executive Steering Committee, General Obligation Bond Oversight Committee, Capital Planning Committee; and neighborhood/community groups.

Mixed Use Developments: Mission Rock and Pier 70 Special Use Districts Projects
The Port has two major mixed use development projects, the Mission Rock and Pier 70 Special Use Districts, which require environmental mitigation monitoring consistent with the California Environmental Quality Act (CEQA) and monitoring and compliance with an approved Risk Management Plan. The Pier 70 project is approximately 30 acres and will be built out over the next 15 years. The Mission Rock Project is approximately 23 acres, expected to be built out over the next 15 years. 

The Environmental Planner IV will oversee CEQA and other environmental regulatory compliance during implementation of the Pier 70 and Mission Rock development projects, including development of a work management program that defines key tasks and deliverables required by applicable CEQA requirements and site-specific Mitigation Measures Monitoring and Reporting Program (MMRP) and Risk Management Plan (RMP). Duties will include tracking and reviewing submittals from the project sponsors related to the MMRP and RMP, completing limited field inspection of mitigation and risk management measures, and assisting Port staff with communications with the project sponsors including Forest City (Pier 70), the San Francisco Giants (developers of Mission Rock), other City departments, and the public as-needed.

The Environmental Planner IV will be responsible for reviewing building and encroachment permit applications to ensure compliance with environmental requirement and/or routing applications to other Port staff to review for environmental permitting and compliance issues, primarily for work related to the referenced development projects but also for other construction projects subject to similar environmental requirements. 

In addition to supporting implementation of and compliance with environmental regulatory requirements and mitigation and risk management measures at the subject development projects, the Environmental Planner IV will also assist in obtaining permits for Port capital construction and facilities maintenance projects, managed by the Port’s Engineering Division, that require permits from environmental regulatory and resources agencies.

These typically include permits and approvals from U.S. Army Corps of Engineers, National Marine Fisheries Service, U.S. Fish and Wildlife Service, California Regional Water Quality Control Board, California Department of Fish and Game, San Francisco Department of Public Health and the San Francisco Public Utilities Commission. Many projects require environmental assessment for contaminants, biological impacts, or other special studies required to support permitting.

The Environmental Planner IV working on the development projects will report to the Environmental & Regulatory Affairs Manager in the Port’s Planning and Environment Division and will assist other Planning & Environment and the Port Engineering Division staff to successfully plan and construct capital improvement projects.

The essential duties of this position include:
• Advising Port Development Partners and Port staff on environmental regulatory requirements related to design and construction on Port property.

• Working with Port Project Managers and Engineers to develop design and construction plans and specifications that incorporate environmental requirements; developing permit applications and submittals for Port construction and maintenance projects; and ensuring compliance with applicable laws, regulations and permit conditions during and after construction.

• Administrating contracts and managing consultants who provide special studies or other specific technical tasks required to obtain or comply with permits. Contract administration includes developing scope of work, budgeting, negotiating fees, tracking expenditures for professional services to support permitting, and ensuring that deliverables meet specifications and schedule.

• Interfacing with external governmental agencies to negotiate and obtain regulatory approvals.

• Ensuring that environmental permit conditions, such as monitoring or specified construction practices, are implemented during construction, and preparing related monitoring or project completion reports.

• Coordinating with other Port Planning & Environment Division Staff to secure other regulatory approvals, including Bay Conservation and Development Commission, and support the environmental review process for compliance with the California Environmental Quality Act and National Environmental Protection Act.

• Representing the Port before a variety of groups including the Port Commission, Board of Supervisors, other boards, commissions, agencies, citizens’ advisory groups and the public.



Minimum Qualifications

1. Possession of a baccalaureate degree from an accredited college or university in environmental studies, planning, law, earth sciences, geography, economics, architecture, civil engineering, urban studies, public administration, or a related field; AND

2. Five (5) years of progressively responsible experience in the areas of planning, environmental review or environmental law, of which at least 4 years must be in environmental review or environmental law, including management and scheduling experience; AND

3. Possession of a valid California driver’s license (to be presented at time of appointment). Employees must be insurable under the Port’s automobile liability insurance. Insurability must be maintained throughout employment.

Additional qualifying work experience as described in #2 above may be substituted for the required education up to two years (30 semester units/45 quarter units equal one year). A Master's or Doctorate degree from an accredited college or university in environmental studies, law, earth sciences, geography, economics, architecture, civil engineering, urban studies, public administration, or a related field may substitute for two years of the required experience as described in #2 above.

The Ideal Candidates
The ideal candidates will have knowledge and experience in environmental regulation and permitting, particularly as applicable to construction in marine and coastal environments. They will have experience working with other agencies, project management and the public, including the federal, state and local agencies with jurisdiction over San Francisco Bay and waterfront lands. These candidates will have the experience and ability to collect, analyze and interpret data pertaining to environmental impacts of proposed projects; write clear and concise technical documents and procedures; and possess great interpersonal skills to tactfully interact with regulatory agencies, Port colleagues, other City staff and the general public. They will also understand the importance of working cooperatively as a member of environmental staff, as well as with various project teams within the Port and other City departments. In addition, they may possess the following:

• Knowledge and experience in environmental regulation and permitting, including experience working with the federal, state, and local agencies that have jurisdiction in San Francisco Bay. These agencies include the US Army Corps of Engineers, Regional Water Quality Control Board, Bay Conservation and Development Commission, National Marine Fisheries Service, U.S. Fish & Wildlife Service, and California Fish & Wildlife.

• Great interpersonal skills and effective public communication, presentation and project management skills to interact and develop solutions that are appropriately responsive to governmental boards, commissions, public, elected officials, outside agencies, Port and City staff.

• Strong collaboration, organization, communication and execution skills as demonstrated by previous complex team projects with many external stakeholders.

• Experience developing strategic outreach, education and community engagement strategies for diverse audiences that advances public understanding and support.

• Be a creative problem solver, possessing demonstrated integrity in work with a variety of stakeholders to achieve project objectives.

• Strong project management capability, organization and communication skills, including protocols for consistent and clear direction, coordination of tasks, documents, deadlines and deliverables by Port or Port Development Partners, City, and consultant staff, consistent with consultant contract roles, scope, tasks and Project schedule requirements.

• Expertise in San Francisco Bay biology and experience in planning, permitting, and implementing habitat or resource conservation projects within the San Francisco Bay and/or urban waterfront environment settings.

• Techniques and methodologies of Geographic Information Systems and an understanding of the principles and procedures for digital spatial data entry, storage, analysis and output. Knowledge in programming techniques for geographic analysis; database design and management techniques; cartographic design and production techniques; is also desirable.

Conditions of Employment
Candidates for employment with the San Francisco Port Commission whose job duties require unescorted Maritime Transportation System (MTS) access will be required upon appointment to undergo a terrorist threat assessment including FBI fingerprints and immigration check in order to determine eligibility for security clearance. Per Civil Service Commission Rule 110.9.1, every applicant for an examination must possess and maintain the qualification required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Port Commission.

The incumbents in the Environmental Planner positions may be required to have, or to obtain 24-hr Hazardous Waste Operations and Emergency Response training within one year of employment at the Port of San Francisco.

This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS). An application for a TWIC card may be submitted after employment has commenced. Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.
