APPOINTMENT TYPE: Temporary Exempt, Full Time not to exceed three (3) years – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.


The Transit Division is currently in the process of accepting a record number of new transit vehicles into the fleet, opening up the new Transportation Management Center (TMC), finalizing installation of new radio and farebox systems, and supporting an increasing number of transit fixed guideway construction projects. The Program Delivery and Support Unit within the Transit Division was created to oversee capital program and project budgets, manage vehicle and onboard equipment projects, testing and acceptance of rolling stock and technology projects that will deliver high-quality, cost-effective solutions which improve safety and the Agency’s ability to deliver quality transit service.


Under direction from the Project Manager, the Assistant Transportation Engineer performs engineering work for the San Francisco Municipal Transportation Agency (SFMTA) Transit Technology Group. The Assistant Transportation Engineer will support train control upgrade projects for the Muni Metro light rail system. The position will work on projects which modify the existing train control system and will have the opportunity to assist in the development of a new train control system that will function on both the surface and subway portions of the Muni rail network. In this capacity, the Assistant Transportation Engineer will perform systems engineering and design for the train control system, including system integration with traffic signals and other related systems, failure analysis, project planning, testing, diagnostics, and performance analysis.


This position will provide on-the-job training which will develop the engineer’s familiarity with the specific train control system and standard operating procedures employed by SFMTA in the daily rail operations.



  • Provides engineering support to train control capital projects involving communication-based train control (CBTC) technology.
  • Assists in the development of system requirements for a new CBTC system, based on engineering judgment and interpretation of operational needs.
  • Assesses operational impacts of train control engineering decisions and conducts performance analyses using data generated by the train control system.
  • Prepares, reviews, and checks routine studies, calculations, designs, drawings, sketches, and plans for a variety of engineering projects using AutoCAD and other software tools.
  • Conducts periodic field visits to wayside equipment rooms, control centers, and rail yards to research and document issues with various components of the train control system; conducts preliminary field studies and surveys and collects data relative to the preparation of designs and drawings; reviews and analyzes field data and results of office research to determine necessary corrective measures.
  • Conducts routine field inspections of train control upgrade projects in progress to ensure conformance with plans, specifications and codes; checks and records work progress at various construction sites and monitors system testing.
  • Gathers, prepares and maintains engineering data, records and reports on the train control system.
  • Prepares reports, contract specifications, lists of materials, cost estimates, schedules, and progress payments.
  • Provides written and oral responses to a variety of inquiries from other agencies, contractors, and the general public.
  • May exercise limited supervision over junior engineers, student engineering trainees, and related personnel.
  • Meets and consults with professional engineering personnel, contractors, and the public regarding engineering matters related to train control systems.
  • Performs other related duties as required.



A. Possession of a baccalaureate degree or graduate degree from an engineering program with a major in the Civil Engineering, Transit Engineering, Transportation Engineering or Traffic Engineering. AND


B. Possession of a valid Engineer-in-Training (EIT) certificate issued by the National Council of Examiners for Engineering and Surveying (NCEES). AND


C. One (1) year of verifiable professional Transportation Engineering experience performing at least three of the following tasks: 
a. Preparing or assisting in preparing studies, designs, drawings, sketches, and plans using AutoCAD and other software tools. 
b. Collecting data to assess project needs and define project scope through site visits, surveying, review of existing documents, reports, drawing and manuals, performing measurements, collecting samples, or/and interviews with the stakeholders.
c. Preparing or assisting in the preparation of contract specifications, lists of materials, cost estimates, schedules, and progress payments.
d. Preparing or assisting in the preparation of engineering reports and reports concerning field conditions, the progress of projects, the results of studies, and other matters.
e. Conducting data analyses and mathematical calculations, in order to determine type or size of material or equipment.
f. Conducting routine field inspections of construction and repair projects in progress to ensure conformance with plans, specifications and codes; checks and records work progress at various construction sites.

Note: Internships, drafting experience and student design work do not qualify as professional engineering experience.



Possession of a Professional Engineer (PE) license in Civil Engineering or Traffic Engineering from the California Board of Professional Engineers, Land Surveyors and Geologists.

  2. One year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.


  • Possession of a Master’s degree in Civil Engineering, Transit Engineering, Transportation Engineering or Traffic Engineering, or a related field.
  • Knowledge of general systems engineering concepts and ability to use them in real-world applications.
  • Familiarity with contract management and the preparation of contract specifications, cost estimates, schedules, and progress reports.
  • Exposure to communication-based train control (CBTC) systems or other complex systems.
  • Ability to develop a working knowledge of complex systems quickly through ad-hoc training.
  • A genuine interest in transit and enthusiasm for improving a highly-utilized metropolitan rail system.
  • A disciplined, independent worker who can accomplish tasks with a minimum of supervision.
  • Excellent communications skills and ability to describe complex technical systems to laypersons.

Disaster Service Workers
