APPOINTMENT TYPE: Temporary Exempt, full-time position not to exceed two (2) years. This position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Appointing Officer.

Through the provision of coordinated, compassionate, and high‐quality services, the Department of Homelessness and Supportive Housing (HSH) strives to make homelessness in San Francisco rare, brief, and one time. The Department provides assistance and support to homeless and at‐risk youth, adults and families to prevent imminent episodes of homelessness and end homelessness for people in San Francisco. Services include outreach, homelessness prevention, emergency shelter, drop‐in centers, transitional housing, supportive housing, short‐term rental subsidies, and support services to help people exit homelessness. What We Do

San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing seeks to be a national leader in the movement to end homelessness by developing a coordinated, client-focused system of services, piloting innovative models, and implementing proven solutions with measurable results. Major programs include: street outreach and service connection through the Homeless Outreach Team; 1,500-bed shelter system for adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-threshold entry model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Homeward Bound program which has helped 10,000 individuals return to stable housing in their city of origin; and robust supportive housing programs of nearly 7,400 units which provide permanent housing and services to formerly homeless individuals and families.

Federal Subsidy Intake Specialist

What You’ll Be Doing

The Federal Subsidy Intake Specialist is responsible for ensuring clients meet and maintain Continuum of Care (CoC) eligibility under The Department of Housing and Urban Development (HUD) rules and regulations. 

 

Responsibilities include but are not limited to the following: determine new and/or continuing program eligibility; prepare and execute Housing Assistance Payment Contract with client and respective housing site Sponsor; complete annual re-certifications of tenant income; calculate HUD tenant rents & Housing Assistance Payments; compose and prepare correspondence to clients and CoC Sponsors;  investigate statements and information received from clients through telephone and/or written verifications; adjust contract rent amounts; coordinate HUD Housing Quality Standard inspections; maintain accurate record keeping including client eligibility information and financial assistance received.  Additional skills include basic interviewing and investigative techniques; ability to communicate effectively with a variety of community stakeholders including other governmental agencies and departments, community-based organizations, and consumers; ability to prepare clear and concise written reports, notices, other correspondence and maintain detailed records; review and evaluate documentation for accuracy. This position is under the general direction of the Federal Subsidy Compliance Supervisor.

 

Housing Access Team (HAT) Senior Eligibility Worker

What You’ll Be Doing

Under general supervision, incumbent manages the workflow of the Housing Access Team (HAT) office.  Incumbent supports CAAP clients who are experiencing a variety of emotional, mental health/substance abuse and physical health issues by providing case management to help clients to navigate through the application, screening, and placement into permanent housing in the housing placement process.  Incumbent is responsible for carrying out well-defined rules and regulations pertaining to permanent housing and explaining them to applicants and the general public. 

 

Essential Duties and Responsibilities:

·         Interviewing applicants to acquire personal information to in order to identify appropriate housing referrals.

·         Making determinations of eligibility for Housing First Master Lease and Local Operating Subsidy Housing Programs.

·         Making referrals to appropriate participating housing sites.

·         Producing documents related to housing referrals; requesting and processing client CAAP benefit requests; coordinating initial move in expenses.

·         Outreaching to CAAP eligible long term shelter residents; providing case management until the client is placed into permanent housing.

·         Using the CHANGES and CalWIN system to screen new HAT clients.

·         Tracking and maintaining client case records and progress notes in the Housing Access Team Database;

·         Producing reports on housing refusals and placements.

·         Surveying vacancies at housing sites and posting vacancies to CHANGES system;

·         Assisting in analysis leading to program updates and system adjustments. 

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Education:
Sixty (60) semester units or ninety (90) quarter units from an accredited college or university OR

Experience:
1. Two (2) years of clerical work experience which includes the following: use of computer applications to input and retrieve information; regular public contact to provide assistance or acquire detailed personal or confidential information; and interpreting and applying rules, regulations and policies; OR

2. One (1) year of experience determining eligibility for health and/or social services programs, loans, financial assistance, unemployment or veterans benefits.

License and Certification: None

Substitution:
Thirty (30) semester units or forty-five (45) quarter units from an accredited college or university may substitute for one (1) year of the work experience under experience requirement number #1.

Disaster Service Workers
