The Sewer System Improvement Program (SSIP) is a 20-year, $6.9 billion dollar citywide investment required to upgrade the City's aging sewer infrastructure to ensure a reliable and seismically safe sewer system now and for generations to come. The budget for Phase 1 ($2.9 billion) of the SSIP was endorsed by the Commission in March 2016 and next segment (approximately $2.0 billion) is budgeted in the SFPUC 10 Year Plan anticipated to be approved in January 2020. SFPUC is in the process of scaling up its staff and resources in order to complete this phase of the SSIP over the next three to four years as well as construction contracts related to Waste Water and Water Capital and Repair and Replace Programs. These programs will need additional administrative support of a specialized and responsible nature throughout the next critical complex SSIP competitive bidding process. Specifically, this position is needed in order to provide additional required high-level administrative support to the PUC Contracts Department in the areas of internal communications, digital distribution of bid documents and document control, coordinating and assembling response to public record requests, staff logistics, procurement and training. Administrative Support will also be required to oversee and maintain document control and communications with contractors.
This position will support the Program Admin Bureau Manager (0941), the Construction Contracts Manager (5174), and professional services and construction contract staff (approximately 20) with necessary complex procurement-related administrative and support functions specific to SSIP and Waste Water and Water Capital and Repair and Replace Programs. Pending contracts entail the issuance of over 150 construction and professional services contracts over the next three years. This workload will require someone to assist the PUC Contracting Department throughout the competitive bidding and contracting processes, including but not limited to:
· Coordinating and supporting internal communications;
· Overseeing and maintaining document control including public record requests;
· Performing administrative tasks related to insurance renewals;
· Coordinating all staff logistics;
· Supporting procurement functions including electronic distribution of bid documents;
· Supervising and providing training to other administrative staff on PUC procurement protocols and systems as needed;
· Scheduling and coordinating high level meetings with PUC procurement staff, project managers, City Attorney's Office, Contract Monitoring Services and construction contractors; and
· Coordinating competitive bidding evaluation and related logistics.

Possession of a Baccalaureate Degree from an accredited college or university with major coursework in public or business administration, accounting, finance, economics, social sciences, education or related fields, or other subject areas closely related to a specific departmental program or function; AND

One (1) year full-time equivalent experience performing professional-level management and/or administrative duties in functional areas such as: program/office/operations management, budget development and/or administration, development and administration of contractual agreements and/or grants, or other closely related functional areas.
Applicants may substitute up to 2 years of required education with additional qualifying experience in program/office/operations management, budget development and/or administration, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
