What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that serves 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-barrier entry model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Problem Solving/Diversional programs including the Homeward Bound program which has helped 11,000 individuals return to stable housing in their city of origin; and robust supportive housing programs over 8,000 units which provide permanent housing and services to formerly homeless individuals and families

Appointment Type

This is a Temporary Exempt (TEX) appointment not to exceed two (2) years. This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents are considered “at will” and serve at the discretion of the Appointing Officer.

What You’ll Be Doing
The Principal Administrative Analyst acts as a Supportive Housing Program Supervisor, leading a team of program managers and analysts to effectively develop and manage a portfolio of supportive housing programs to achieve the goals outlined in the Mayor’s Homelessness Recovery Plan, HSH Strategic Framework and annual department workplans. The SHP Supervisor administers and coordinates contracts, grants and other funding sources to support HSH Supportive Housing Programs, including the preparation of periodic reports and presentations; leads negotiations with service providers to ensure targeted clients have access to program benefits and facilitates positive results; provides technical assistance and consultation to community organizations and service providers; assists in interpreting, understanding, implementing and coordinating program goals and activities; coordinates with HSH's Contract Division to manage consistent and effective contracts with providers; coordinates activities and assists in developing and implementing systems and best practices to support operation of programs; plays an active role in the implementation of Coordinated Entry. The Principal Administrative Analyst reports to the Manager of Supportive Housing.

The position includes the following responsibilities:

  • Plans, organizes and manages supportive housing and related programs. 
  • Conducts hiring and on-boards new program managers. 
  • Supervises and trains a team of program managers including assignment of responsibilities, monitoring progress, and performance planning and evaluation. 
  • Initiates policies and plans overall operations of the SHP portfolio; assesses and determines goals and priorities of a program. 
  • Proposes and provides solutions to problems that arise within the section’s portfolio including developing and implementing systems and best practices to support achievement of departmental and grant goals.
  • Formulates, implements, and documents program guidelines, policies, procedures and quality assurance (QA) systems, within the Supportive Housing Program (SHP) section as well as HSH’s Program Division. 
  • Plans, collaborates and evaluates the development and implementation of new permanent supportive housing programs and program sites. 
  • Manages and monitors complex contracts with community-based organizations. 
  • Coordinates with the HSH Contracts Office to develop, manage and monitor consistent and effective contracts with non-profit providers of the SHP section. 
  • Provides quantitative and qualitative impact analysis of the SHP portfolio. 
  • Proposes and provides solutions to problems that arise within the section's portfolio. 
  • Participates in the development and implementation of the CES and the ONE system.
  • Prepares statistical analyses and reports to inform policy and funding decisions. 
  • Participates in and represents the section at community, departmental and interdepartmental meetings; makes presentations to task forces and committees; serves as department liaison with outside agencies. 
  • Assists in the development of policies and procedures within the SHP section as well as HSH's Program Division.
  • Work directly with HSH Coordinated Entry staff to oversee housing prioritization.
  • Works closely with HSH Data & Performance to use data to inform and improve program effectiveness across the SHP portfolio.

     

    Minimum Qualifications

    1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

    2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

    3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

    4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;

    SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units. Notes on

    Qualifying Experience and Education:

    A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.

    B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.

    SPECIAL CONDITION 

    In addition to meeting the minimum qualifications above, position requires applicants to meet the following requirement in order to qualify: 

    Two years of program analysis, evaluation and planning experience.

    Desirable Qualifications

    The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.  

    • Minimum 2 years of supervision experience.
    • Outstanding written and oral communication skills.
    • Strong organizational and project management skills. 
    • Knowledge of permanent supportive housing and homeless response systems.
    • Knowledge of programs and funding sources for homeless services and housing.
    • Knowledge of the principles of housing first and coordinated entry.
    • Knowledge of contract compliance, contracting processes, grants and program monitoring. 
    • Flexibility and ability to work independently.

    Selection Procedures

    The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to participate in the oral/performance interview.

    Tuberculosis Screening
    Prior to appointment, applicants may be required to take a tuberculosis (TB) screening test.

     

    Conviction History

    As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI).
