Through the provision of coordinated, compassionate, and high‐quality services, the Department of Homelessness and Supportive Housing (HSH) strives to make homelessness in San Francisco rare, brief, and one time. The Department provides assistance and support to homeless and at‐risk youth, adults and families to prevent imminent episodes of homelessness and end homelessness for people in San Francisco. What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that serves 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-barrier entry model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Problem Solving/Diversional programs including the Homeward Bound program which has helped 11,000 individuals return to stable housing in their city of origin; and robust supportive housing programs over 8,000 units which provide permanent housing and services to formerly homeless individuals and families.

Appointment Type
Temporary Exempt (TEX), this position is excluded by the Charter from the competitive Civil Service examination process and incumbents are considered “at will” and shall serve at the discretion of the Appointing Officer. The exempt employee must participate and be successful in a Civil Service examination process for this position and be selected through an open competitive recruitment process to be considered for a permanent appointment.

Under general direction, plans, organizes, leads and/or participates in complex, sensitive, and detailed analytical work in the areas of budget, financial/fiscal, economic, legislative and administrative policy and/or contract administration.

Prevention: Manage the continued design, development and implementation of innovative prevention, diversion and rapid exit initiatives, modeled on quantitative and qualitative data and best practices, aimed at preventing and quickly ending homelessness for youth, family and adults. Develop professional relationships with non-profit service providers to ensure project compliance, successful execution and to provide necessary assistance, including training and technical assistance. Manage the performance of contract agreements, including conducting site visits, overseeing project execution, ensuring adherence to budget, schedule, and scope; defining project evaluation standards, conducting program evaluations, monitoring and tracking projects milestones and deliverables. Monitor project budgets and analyze trends in project budget expenditures and revenues. Collaborate with various community stakeholders, including nonprofit agencies, community representatives, underserved population, state officials and other intergovernmental partners to assess needs.

Temporary positions with an anticipated end date of June 2022

These 1823 Senior Administrative Analyst positions are project-based and will end in June 2022. Employees hired into these positions are considered at-will and can be separated from the position by the Executive Director at any time.


Shelter in Place (SIP) Rehousing: The Implementation Specialist reviews, updates and maintains new Rehousing Plan. Additionally, develops and implements policies and procedures to address the City’s commitment to Rehousing, inclusive of their alignment with federal, state, and local laws and regulations and existing SIP Hotel Program policies and protocols. 


SIP Demobilization Unit Staff: Support ongoing operation of the Alternative Shelter Program through wind down and demobilization. The SIP Alternative Shelter Program has been extremely successful at keeping our most vulnerable neighbors experiencing homelessness safe from the spread of COVID-19. Recognizing that FEMA will no longer reimburse the City for SIP expenses after September 30, 2021 and that the City is moving into recovery, guests in SIP hotels will be moving into housing and temporary SIP Hotel rooms will be demobilized so that capacity decreases consistently each quarter. The current rehousing plan calls for all SIP guests to be exited by April 2022 and for all hotels to be demobilized by June 2022.

Minimum Qualifications

  1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university; and three (3) years full-time equivalent experience performing professional-level analytical work, as described in Note A; OR
  2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework as described in Note B and two (2) years full-time equivalent experience performing professional-level analytical work, as described in Note A; OR
  3. Possession of a baccalaureate degree from an accredited college or university, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
  4. Possession of a baccalaureate degree from an accredited college or university with major coursework as described in Note B and three (3) years full-time equivalent experience performing professional-level analytical work as described in Note A

Substitution
Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.

Desirable Qualifications
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

  • Skilled at cultivating collaborative internal and external partnerships with diverse teammates, clients, and stakeholders from different backgrounds.

  • Experience with state and local governmental agencies and/or housing and homelessness systems and programs.

  • Strong analytical capabilities and organizational skills 

  • Excellent communication skills (oral and written)

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Selection Procedures

The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to participate in the oral/performance interview.

Tuberculosis Screening
Prior to appointment, applicants may be required to take a tuberculosis (TB) screening test.

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate.
