POSITION OVERVIEW

 

The California Secretary of State has received the number of signatures necessary to trigger a recall of the Governor of California. Consequently, the Department is seeking applications for seasonal positions of Poll Worker Recruitment Coordinators. 

 

The Department intends to fill these seasonal positions in July 2021 but the exact start date will be dependent upon the timing of the hiring process. The end date is likely to fall in the middle of October 2021, but may be extended for several weeks or more, depending on the operational needs of the Department.

 

POSITION SCHEDULE

 

Work hours will vary in accordance with the demands of the election cycle and will range between 40 and 60 hours per week. Although most work is expected to be completed during normal workday hours, 8 a.m.-5 p.m., Monday through Friday, employees must be available to work overtime both during the week and on weekends as necessary. Overtime hours will be paid at 1.5 the hourly rate.

 

This is a temporary exempt as-needed position. Temporary exempt as-needed employees who have worked more than 1040 hours in any consecutive 12 month period, and whose normal work week at the time of inclusion in the system is not less than 20 hours are eligible for health coverage and retirement benefits. POSITION DESCRIPTION

 

Beginning a few months before each election, Poll Worker Recruitment Coordinators work to recruit, assign, and support paid volunteers who will serve as poll workers on Election Day. As part of this process, Coordinators assist with the reviewing applications of prospective poll workers and enrolling both new and returning poll workers in training classes. Coordinators organize poll worker assignments with each coordinator typically being responsible for staffing approximately 110 polling places with 4-5 poll workers. Essential Tasks and Responsibilities include:

· Maintaining regular communication with poll workers via mail, email and phone.

· Utilizing the Department’s Election Information Management System (EIMS) to process poll worker applications and enroll poll workers in training classes.

· Employing Excel spreadsheets to organize poll worker assignments, ensuring all Election Day sites are fully staffed.

· Performing other election-related duties as needed.

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.

 

One (1) year (equivalent to 2000 hours) of verifiable clerical experience including preparing and maintaining a variety of records and/or documents, filing, use of office equipment, public contact and processing of incoming and outgoing mail: OR

Six (6) months (equivalent to 1000 hours) of verifiable clerical experience as described in #1 and completion of a clerical training program (240 hours); OR

Six (6) months (equivalent to 1000 hours) of verifiable clerical experience as described in #1 and 15 semester units (or equivalent quarter units) of coursework from an accredited college or university.

 

The desirable qualifications listed below may be used to identify job finalists at the end of the selection process when candidates are referred for hiring:


· Have demonstrated ability to learn new subject matter in a short period of time

· Possess public speaking experience, outreach experience, or teaching experience

· Possess a high level of computer literacy, particularly proficiency with Excel, Outlook, and databases

· Be meticulously organized and able to maintain enthusiasm, patience, and a positive demeanor

· Have a strong work ethic and a can-do attitude

· Commit to a flexible schedule including some overtime and evening and weekend hours

· Possess a basic understanding of San Francisco geography and neighborhood location/demography

· Demonstrate a commitment to excellent public service and impartiality

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Benefits

All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5%-13.25% of compensation.
