Introduction

The mission of the San Francisco Department of Elections (Department) is to provide election-related services to all City residents and to conduct elections that are free, fair, and functional. Serving more than 500,000 registered voters, the Department administers elections in an open and transparent manner, making a concerted effort at all times to inspire public confidence in the integrity of elections in the City.

In preparation for the November 3, 2020, General Election, the Department is seeking applications to fill three Chinese bilingual ballot drop-off station coordinator positions. The person in this position will assist in setting up an outdoor drop-off station, helping voters dropping off their voted ballots, answering general elections questions, and closing a station and securing materials.

Applicants must be bilingual in (Cantonese, Mandarin, or both) with a high command of English.

Location

The person in this position will be assigned to work at the drop-off location in Portsmouth Square, Clay and Kearny Street.

Work Schedule 

Saturday/Sunday: October 31-November 1, from 10 a.m. to 4 p.m. 

Monday November 2: from 8 a.m. to 5 p.m.

Election Day, Tuesday, November 3, from 7 a.m. to 8 p.m.

The person in this position will serve as an official representative of the Department of Elections directly assisting members of the public.

Position Dates and Hours

The start date for this position will be October 30, 2020 and may run until several weeks after Election Day, November 3, 2020; exact end date will be determined by the operational needs of the Department in the post-election cycle. The person in this position must be available to work overtime both during the week and on weekends as necessary. Overtime hours will be paid at 1.5 the hourly rate. 

This is a temporary exempt as-needed position. Temporary exempt as-needed employees who have worked more than 1040 hours in any consecutive 12 month period, and whose normal work week at the time of inclusion in the system is not less than 20 hours are eligible for health coverage and retirement benefits. Position Description

The ideal candidate must be bilingual in (Cantonese, Mandarin, or both) with a high command of English. The candidate must possess qualities such as active listening, empathy, and communication. This position requires someone who will demonstrate the ability to learn new subject matter in a short period of time, maintain high standards of customer service during high-volume, fast-paced operations, and possess upbeat and optimistic attitude and ability to work in harmony with their colleagues.  

The person in this position will perform various tasks, including:

1. Answer questions from voters who visit the drop-off station

2. Assist voters who are dropping off their voted ballots

3. Clean and sanitize voting materials, supplies, and high-touch areas

4. Guard voted ballots in secure ballot containers

5. Set up and disassemble a drop-off station

Flexibility, tolerance, and stamina for standing and walking for 8 and more hours

Minimum Qualifications

Experience:

Six (6) months of clerical experience including preparing and maintaining a variety of records and/or documents, filing, use of office equipment, public contact and processing of incoming and outgoing mail.

Substitution:

Any one of the following may substitute for the required experience:

Completion of 15 semester units (or equivalent quarter units) of coursework from an accredited college or university; OR

Completion of a clerical training program (240 hours); OR

Completion of an approved City and County of San Francisco Clerical Administrative training program (as designated on the job announcement).

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Benefits

All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5%-13.25% of compensation.
