Introduction

The mission of the San Francisco Department of Elections (Department) is to provide election-related services to all City residents and to conduct elections that are free, fair, and functional. Serving more than 500,000 registered voters, the Department administers elections in an open and transparent manner, making a concerted effort at all times to inspire public confidence in the integrity of elections in the City.

In preparation for the November 3, 2020, General Election, the Department is seeking applications for seasonal positions to assist the Polling Place Operations Division with various election tasks, including validating, monitoring and tracking of reports generated by voting equipment. This position involves working primarily at the Department’s warehouse located at Pier 31.

Position Schedule and Hours

The start date for this position will be September 21, 2020, and will run until several weeks after Election Day, November 3, 2020; exact end date will be determined by the operational needs of the Department in the post-election cycle.

Work hours are generally 8 a.m. to 5 p.m. However, work hours will vary widely in accordance with the demands of the election cycle and will range between 40 and 70 hours per week. The person in this position must be available to work overtime both during the week and on weekends as necessary. Overtime hours will be paid at 1.5 the hourly rate.

This is a temporary exempt as-needed position. Temporary exempt as-needed employees who have worked more than 1040 hours in any consecutive 12 month period, and whose normal work week at the time of inclusion in the system is not less than 20 hours are eligible for health coverage and retirement benefits. Position Description

The ideal candidate must have strong work ethic and a high level of integrity. The position requires someone with excellent analytical and proofreading skills. Tasks include the accurate proofreading of reports generated by voting equipment, preparing and organizing test ballots, and preparing and inspecting voting equipment. Every task is performed in a strict process-driven environment and requires flexibility and adaptability.

Typical tasks include:

  • Proofreading reports with expected 100% accuracy
  • Organizing and filing of reports and documents in a prescribed manner
  • Validating, monitoring, or tracking reports
  • Handling of voting equipment which may include labeling, tagging, bagging, cleaning, organizing, and lifting (with load weighing around 25 pounds).
  • Scanning barcodes, and preparing forms and labels
  • Providing general clerical support
  • Assisting with other election-related functions, as needed.

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Six (6) months of clerical experience including preparing and maintaining a variety of records and/or documents, filing, use of office equipment, public contact and processing of incoming and outgoing mail.

Any one of the following may substitute for the required experience:

Completion of 15 semester units (or equivalent quarter units) of coursework from an accredited college or university; OR

Completion of a clerical training program (240 hours); OR

Completion of an approved City and County of San Francisco Clerical Administrative training program (as designated on the job announcement).

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Benefits

All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5%-13.25% of compensation.
