APPOINTMENT TYPE: Temporary Exempt.  Exempt positions are excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.  The duration of these positions is up to one year with a possibility to extend. 

The qualified applicant pool resulting from this recruitment may be utilized to fill exempt vacancies at various locations within DPH.

The City and County of San Francisco COVID Command Center (CCC) is transitioning to a long-term staffing model, and we need your help to fill critical positions. We are hiring temporary positions to continue and standardize the work performed in our initial disaster response. 

We are currently accepting applications for one full-time temporary exempt position in class 1314 Public Relations Officer.

Location and Shift information for position:

  • Location:  Remote, occasionally in the community or at a designated office, as needed
  • Hours: Generally Monday - Friday; 8am - 5pm.  Occasionally evenings and weekends.

General Job Description

Under the supervision of the Equity & Community Engagement Director, serve as liaison to the Black/African American community, conducting vaccine and health outreach, linkage and navigation in neighborhoods disproportionately impacted by COVID-19. Essential duties include but are not limited to:

  • Collaborate with Black/African American serving community-based organizations on vaccine outreach, linkage, and navigation;
  • Monitor and evaluate effectiveness and efficiency of vaccine outreach and engagement in the Black/African American community citywide; identify and recommend alternative approaches or improvements; implement revisions, adjustments and changes;
  • Develop, revise, and implement strategic plan to increase vaccination rates among the Black/African American community in neighborhoods disproportionately impacted by COVID-19;
  • Provide updates to Emergency Operations Center (EOC) and DPH leadership on Black/African American vaccination and overall health strategy; and
  • Performs other related duties as assigned/required.

Desirable qualifications (The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring):

  • Experience working within San Francisco city government.
  • Experience working with the Black/African American community across the City.

Minimum Qualifications

  1. Possession of a baccalaureate degree from an accredited college or university with major coursework in public relations, journalism, English, mass communications, public administration, public policy or a closely related field; AND
  2. Four (4) years of verifiable full time professional experience in editorial, newspaper, magazine, radio, television, public relations, social media, digital engagement, or advertising. This experience must be equivalent to job code 1312 Public Information Officer for the City and County of San Francisco and must include at least one (1) year of experience in planning and conducting a public relations, public information, or public education program.

Substitution:
1) Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

2) Possession of a Master’s degree from an accredited college or university in public relations, journalism, mass communications or a closely related field may substitute for up to one (1) year of the required experience.

One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Note on Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing. Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a FaceFitting Respirator.
