Through the provision of coordinated, compassionate, and high‐quality services, the Department of Homelessness and Supportive Housing (HSH) strives to make homelessness in San Francisco rare, brief, and one time. The Department provides assistance and support to homeless and at‐risk youth, adults and families to prevent imminent episodes of homelessness and end homelessness for people in San Francisco. Services include outreach, homelessness prevention, emergency shelter, drop‐in centers, transitional housing, supportive housing, short‐term rental subsidies, and support services to help people exit homelessness. What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing seeks to be a national leader in the movement to end homelessness by developing a coordinated, client-focused system of services, piloting innovative models, and implementing proven solutions with measurable results. Major programs include: street outreach and service connection through the Homeless Outreach Team; 1,500-bed shelter system for adults and families including shelters for members of the LGBTQ+ community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-threshold entry model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Homeward Bound program which has helped 10,000 individuals return to stable housing in their city of origin; and robust supportive housing programs of nearly 7,400 units which provide permanent housing and services to formerly homeless individuals and families.

What You’ll Be Doing
The Strategy and External Affairs (SEA) division of the Department of Homelessness and Supportive Housing is responsible for managing governmental affairs, community relations, compliance and communications. The team also drives strategic planning, implementation, and partnerships. The SEA team works across department divisions and is the external-facing arm of HSH, providing a unique opportunity to learn from and work with colleagues across the department and the City to serve our most vulnerable residents. Each member of the SEA team has a specific work focus but all members of the team are required to support other functions of the team including strategy, special project, events, media, communications, community engagement, admin, public records requests, partnerships, philanthropy, etc.

Under general supervision, the Public Information Officer will provide critical project management support to HSH’s compliance work including producing responses to Sunshine Act and Freedom of Information Act requests, tracking and producing responses to Whistleblower complaints, and tracking and producing responses to requests from the public and Board of Supervisors. The PIO will provide project management and administrative support to the SEA team and directly support HSH’s Manager of Policy and Legislative Affairs in stewarding the department’s public reporting and compliance requirements. Responsibilities will include project management, implementation and maintenance of systems infrastructure, development of reports, memos and internal/external communications and other administrative and communications tasks as needed.

Examples of Essential Duties and Responsibilities:

Manage the process of responding to Sunshine and other public information requests, including:
• Developing a process for collecting information and tracking responses
• Drafting responses
• Communicating with requestors (press and public)
• Coordinating with staff and City Attorney’s Office
• Representing HSH at the Sunshine Ordinance Task Force
• Ensuring departmental compliance

Manage the process of responding to Whistleblower complaints, including:
• Developing a process to collect pertinent information
• Coordinating with staff
• Drafting response memos
• Ensuring compliance

Ensure departmental compliance with legislative reporting requirements, including:
• Tracking requirements
• Coordinating with staff to draft responsive reports

• Help create and implement policies & procedures to ensure departmental compliance with Citywide requirements, including but not limited to document retention, sunshine, whistleblower, etc.
• Conduct research and analysis to create reports for the Board of Supervisors, other oversight entities, and key partner and stakeholder meetings.
• Draft written communications including memos, legislation and supporting documents to be shared with internal and external stakeholders.
• Development of management/administrative policies and procedures to create best practice approaches and project management systems for legislative, compliance, strategy and community engagement initiatives.
• Respond to questions and concerns from constituents, Board of Supervisor’s and HSH non-profit providers.
• Participate in meetings with external stakeholders.
• Support the team with project management and administration.
• Manage logistics for public and internal meetings.
• Coordinate the procurement of office supplies and materials for the SEA team and production of materials for meetings.
• Coordinate with HR, Admin & Finance and IT to meet the needs of the team.
• Coordinate and represent HSH at community meetings and events.
• Conduct other duties as assigned.

Nature of Work:
This position requires work on nights, weekends, and/or holidays. The schedule may be highly variable, or changing from day to day or week to week.

Appointment Type
Temporary exempt ("TEX") full-time position for up to three (3) years (this should not be construed as a three year "contract position"). This position is excluded by the Charter from the competitive Civil Service examination process (exempt form Civil Service) and is considered "at will". The exempt employee must participate and be successful in a Civil Service examination process for this position and be selected through an open competitive recruitment process to be considered for a permanent appointment.

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Education:
Possession of a baccalaureate degree from an accredited college or university with major coursework in public relations, journalism, English, mass communications, public administration, public policy or a closely related field.

Experience:
Four (4) years of verifiable full time professional experience in editorial, newspaper, magazine, radio, television, public relations, social media, digital engagement, or advertising. This experience must be equivalent to job code 1312 Public Information Officer for the City and County of San Francisco and must include at least one (1) year of experience in planning and conducting a public relations, public information, or public education program.

License and Certification:

Substitution:
1) Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

2) Possession of a Master’s degree from an accredited college or university in public relations, journalism, mass communications or a closely related field may substitute for up to one (1) year of the required experience.

Selection Plan

The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to participate in the oral/performance interview.

Tuberculosis Screening
Prior to appointment, applicants may be required to take a tuberculosis (TB) screening test.

 

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI).
