The Department provides assistance and support to homeless and at‐risk youth, adults and families to prevent imminent episodes of homelessness and end homelessness for people in San Francisco. What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that serves 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-barrier entry model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Problem Solving/Diversional programs including the Homeward Bound program which has helped 11,000 individuals return to stable housing in their city of origin; and robust supportive housing programs over 8,000 units which provide permanent housing and services to formerly homeless individuals and families.

Appointment Type
Temporary Exempt (TEX). This is a temporary position that is exempt from the competitive civil service examination process and serves at the discretion of the Appointing Officer. The maximum duration for this temporary exempt appointment is 36 months.

What You’ll Be Doing
The Department of Homelessness and Supportive Housing has an exciting opportunity for an excellent communicator, experienced project manager and business analyst, energetic individual who is passionate about solving homelessness for our community, and a highly motivated and team-oriented person to serve as the primary project manager and business analyst for our new Agreement Management System Project.

This is an excellent opportunity to lead the building of a new Agreement Management System from the ground up. The successful candidate is expected to work with our subject matter experts in building a solid set of business requirements; preparing all necessary procurement documents and managing our Request for Proposal process; working with the successful vendor to map out all system specifications; managing every facet of the project until completion including the preparation of the risk management plan, communication plan and deployment plan; and managing all vendor deliverables and approving all invoices.

Under the direction of the IT Director, the successful candidate is expected to work closely with our stakeholders, including the HSH’s Contract Manager and Contract team, to ensure all major contracting components are captured including but not limited to functional and non-functional requirements. The ideal candidate will have the support of the HSH IT team in areas relating to IT infrastructure, data warehousing, and data integration. This person will also have the support of our PMO team to ensure successful collection of business requirements, system design, development, implementation, and documentation. It is expected that the Agreement Management System, when implemented, will produce necessary reports and dashboards for our stakeholders. In addition, the successful candidate will be responsible for supporting IT and Contract leadership in providing interdepartmental coordination, leading organizational change management, and providing ongoing communications with end users.

The essential functions of this position may include but are not limited to: 

  • Identifying opportunities for improving business processes through the uses of computer technology and associated report and application staging strategies.
  • Assisting in the preparation and presentation of proposals to develop new system initiatives.
  • Taking user requirements from non-technical users and translating them into technical logic and technical documentation; translating business needs into IS directions.
  • Working closely with our Contract team and city control agency to oversee the RFP process.
  • Coordinating system related activities with vendors and/or other departments for data integration.
  • Overseeing and tracking scope and change management of vendors.
  • Maintaining all business processes, use cases and requirements.
  • Assuring proper planning, engineering, documentation, and implementation of new system functionalities.
  • Coordinating all System and User Acceptance Testing.
  • Assist in the planning, analyzing and designing of new systems enhancements; analyzing procedures; developing conversion plans; providing user training.
  • Determining security levels for systems to ensure data integrity; test database applications to ensure functionality and effectiveness in performing to desired specifications.
  • Managing organizational change; setting and meeting user expectations.
  • At the conclusion of the project, working with vendor on knowledge transfer to transition the project into maintenance and operations.
  • Performing related duties and responsibilities as assigned.

Minimum Qualifications

Education
An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience
Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions, or IT project management.

Substitution
Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units with a minimum of 10 semester/15 quarter units in computer science or a closely related field.

Desirable Qualifications
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

  • Bachelor's or Master’s degree in computer science, business administration, IT, or a closely-related field. 
  • Experience with database application support, operational support, software installation, release and maintenance, and performance tuning for enterprise level systems.
  • IT Project Management experience involving Application Design and Development.
  • Project Management training and certifications (PMP).
  • Salesforce experience.
  • Other PMO certifications.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Selection Procedures

The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Conviction History
