The Department of Technology (DT) is the centralized technology services provider within San Francisco City & county government, delivering technology infrastructure and services to approximately 33,000 employees and 800,000 residents. The department has an annual operating budget of over $130M and contains over 200 employees. Core service areas include: Infrastructure and Operations, Technology Security, Service Delivery & Management, Enterprise Applications, Project Management Office, Public Safety Systems & Wiring, Technology Administration, Policy & Governance and IT Public Communications.
The JUS.T.I.S project works to modernize CCSF’s complex criminal justice systems. Incumbents will work alongside senior engineers and analysts with deep knowledge of criminal justice and how it functions in San Francisco. We are looking for a talented, driven, and experienced Business Analyst, with a passion for solving problems, to join our team of smart, dedicated staff and make an impact with both internal and client stakeholders.
Backed by a Gartner five-year roadmap, the JUS.T.I.S team works to create a new application and data hub where all San Francisco criminal justice agencies may store and retrieve data. These agencies have relied on a centralized system for many years to get their operational reports. They will need to transition to this data hub where reports will be created to serve their needs.
We are seeking an experienced Senior Business Analyst as well as strong leadership and customer interfacing skills. The incumbent will work alongside business analysts, engineers and criminal justice department staff to capture requirements of our criminal justice agencies and design and deliver reports and dashboards for their organizations. The Senior Business Analyst will utilize resources within San Francisco’s criminal justice agencies to verify each agency’s dependency on the existing criminal justice mainframe system and to validate the provided replacement components during the modernization effort.
Analyze data processing needs; research and evaluate software on multiple platforms to help users meet their departmental goals; assist in developing the evaluation criteria for software.
Determine operating characteristics and requirements; develop or modify and document general system design; write detailed design specifications; conduct "walkthroughs" for proposed solutions to system problems.
Meet with business stakeholders to clarify and document reporting requirements.
Identify the repeatable process to consolidate data from multiple sources into a single view.
Develop, publish, and schedule reports and dashboards to meet business requirements.
May install and enhance software; program, test, debug and install new/modified programs.
Assist in the provision of user training; prepare instruction and technical manuals.
Coordinate with users and outside vendors, when necessary, to respond to service requests; implement solutions to problems.
Monitor systems to ensure adequate performance and maintenance; analyze and recommend enhancements.
The Temporary Exempt - Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer. The anticipated duration of this project position is twenty-four (24) months and will not result in an eligible list or permanent civil service hiring.
Nature of Work:
Incumbent must be willing to work a 40-hour week as determined by the department. Travel within San Francisco may be required.
Incumbent will conduct the majority of work at the Department of Technology, One South Van Ness Avenue, 2nd Floor. However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary.
An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

- 5 years of senior business analyst experience
- Experience in business intelligence, data integration and reports/analytics
- A self-starter and eager to learn new tools and technologies where needed to suit client or project requirements
- Team player
- Completes tasks and sets priorities without supervision
- Experienced in delivering data solutions in complex environments
- Experience with criminal justice data and agencies a plus
