The Department of Technology is the centralized technology services provider within San Francisco City & county government, delivering technology infrastructure and services to approximately 33,000 employees and 800,000 residents. The department has an annual operating budget of over $130M and contains over 200 employees. Core service areas include: Infrastructure and Operations, Technology Security, Service Delivery & Management, Enterprise Applications, Project Management Office, Public Safety Systems & Wiring, Technology Administration, Policy & Governance and IT Public Communications.
Under direct supervision of the Director of the Technology Office, the Senior Network Engineer will perform, support and design WAN and be the main engineer for the Upgrade the Network project. The incumbent will provide functional guidance to IS Engineer – Seniors and other members of the team; provide functional and technical expertise to formulate computer system scope and objectives; develop and/or modify procedures to solve problems using information systems; prepare detailed documentation for computer operations/programs sequencing; perform multiple software functions; and support hardware platforms. Assignments are in highly technical and business functional areas. Supervisory experience to include: mentoring, providing performance evaluations, managing projects, performing security software and hardware evaluations, performing business and technical need analysis, formulating and testing Disaster Recovery and Business Continuity Plans.
Design, install, configure and document Enterprise level networks and devices according to Business requirements. Network devices include but are not limited to: CISCO 9XXX Catalyst, 38XX Switches, CISCO NEXUS, CISCO 65XX, CISCO 45XX, ASA55XX, CISCO VPN Appliances, F5 LTM/GTM and Palo Alto NGFW.
Design and implement networks using various routing protocols including OSPF, EIGRP and Enterprise level BGP.
Analyze, plan, implement, monitor, patch, upgrade and troubleshoot complex network configurations such as SAN Storage Switches, QOS and 802.11X infrastructure.
Demonstrable knowledge of all layers of the Open Systems Interconnect Layers (OSI)
Experience with Fluke network analyzers and other network analysis tools
Plan, implement and provide primary support of disaster recovery and backup of network infrastructure, implementation of network security policies and network performance.
Validate network specifications and network equipment configurations based upon business requirements.
Provide after-hours network support as required
Engineer solutions for complex networking challenges through detail analysis.
Provide strong customer service and facilitate collaboration between project teams and clients.
Ensure that all documentation on process and procedures are available and updated regularly
Train and mentor technical staff and co-workers.
Establish network policies, procedures and standards. Develop alternative solutions to problems within established guidelines and standards.
Work closely with our other Systems and Network Engineers and Network Operations Staff to ensure network connectivity requirements are fulfilled in a timely manner.
Attend planning meetings and work closely with application development teams.
Plan, develop, implement and update network back-up and disaster recovery procedures.
Perform other duties assigned.
The Temporary Exempt - Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer. The anticipated duration of this project position is thirty-six (36) months and will not result in an eligible list or permanent civil service hiring.
Nature of Work:
Incumbent must be willing to work a 40-hour week as determined by the department. Travel within San Francisco may be required.
Incumbent will conduct the majority of work at the Department of Technology, One South Van Ness Avenue, 2nd Floor. However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary.
An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
Three (3) years of experience analyzing, installing, configuring, enhancing, and/or maintaining the components of an enterprise network.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/ forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
Certification within one of the following:
- Cisco Certified Network Associate (CCNA)
- Cisco Certified Network Professional (CCNP)
1) Medical Testing: Prior to appointment, eligible candidates must successfully pass the TB testing process.
2) Security Clearances & Background Investigations: Positions in this classification may require that successful candidate who becomes eligible for appointment may be required to go through a background investigation to determine the candidate's suitability for employment in this classification. Factors considered in the investigation may include employment history, use of illegal/controlled substances. Reasons for rejection based on this investigation may include, but not limited to applicable convictions, repeated or serious violations of the law, inability to accept supervision, inability to follow rules and regulations, falsification of application materials and/or other relevant factors.
