APPOINTMENT TYPE: Temporary Exempt. This position is a temporary position, exempt from the competitive civil service examination process to backfill a leave of absence. The positions is at will and the maximum duration of this temporary-exempt position is six months.

Through the provision of coordinated, compassionate, and high‐quality services, the Department of Homelessness and Supportive Housing (HSH) strives to make homelessness in San Francisco rare, brief, and one time. The Department provides assistance and support to homeless and at‐risk youth, adults and families to prevent imminent episodes of homelessness and end homelessness for people in San Francisco. Services including outreach, homelessness prevention, emergency shelter, drop‐in centers, transitional housing, supportive housing, short‐term rental subsidies, and support services to help people exit homelessness. What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing seeks to be a national leader in the movement to end homelessness by developing a coordinated, client-focused system of services, piloting innovative models, and implementing proven solutions with measurable results. Major programs include: street outreach and service connection through the Homeless Outreach Team; 1,500-bed shelter system for single adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-threshold entry model; rapid rehousing rental subsidies for families, single adults, seniors and transitional aged youth; the Homeward Bound program which has helped 10,000 individuals return to stable housing in their city of origin; and robust supportive housing programs of nearly 6,500 units which provide permanent housing and services to formerly homeless individuals and families.
What You'll Be Doing:
The Coordinated Entry Manager will be responsible for the design, implementation and continual quality improvement of the San Francisco Coordinated Entry system, including a comprehensive homeless data solution called the San Francisco Online Navigation and Entry (ONE) System, and the data sharing and privacy policies of HSH. The Coordinated Entry and ONE systems will integrate the myriad of current data systems and client referral and housing placement practices used to track the services provided to homeless persons in San Francisco and create more transparent, client centered systems that match the most intensive resources to the people experiencing homelessness who have the highest needs. The data systems will operationalize comprehensive written standards for prioritization and placement of homeless families and individuals into housing, temporary residences, and services.
The Coordinated Entry Manager will supervise a team of program managers and analysts responsible for implementation and quality assurance of the Coordinated Entry system, design and implementation of the ONE System, community engagement, and staff training. The Manager will also provide oversight to the ONE system vendor that will complete system implementation in the next 36 months. The position will be responsible for maintaining excellent relationships with the community of homeless service providers and other key stakeholders in San Francisco.

1. Possession of a baccalaureate degree or higher from an accredited college or university; AND
2. Three (3) years of professional experience in the complex analysis of programs and policies related to homelessness, including two (2) years of experience managing data systems including data analysis, data system development or coordinated entry system development.
