Appointment Type
Permanent Exempt (PEX), this position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

Position Description
The Airport Commission is committed to providing qualified candidates with valuable work experience in a variety of operational and administrative capacities. The San Francisco International Airport (SFO) Fellowship program offers exposure to diverse workgroups through rotational assignments in areas such as: Administration & Policy, Airport Commission, Facilities, Information Technology & Telecommunications and Operations & Security through rotational assignments. This 12 month program provides comprehensive exposure to the Airport and City government. In addition to learning about SFO's organizational structure and culture, fellows have the opportunity to assist management and staff in performing assignments and special projects supporting the Airport’s 5-year strategic goals.

Working Conditions
One-year fellowship. Full-Time, Monday-Friday, business core hours of 8:00 a.m. to 5:00 p.m. These hours may vary depending on operational needs of the division assigned in rotation. This position may require occasional work during evenings and weekends. Upon completing the fellowship program, there is no implied offer of extension or employment.  

Minimum Qualifications

Education
Possession of a Master's Degree awarded in 2015- May 2019 from an accredited college or university in one of the following subjects:  Architecture, Engineering, Aviation Management, Business, Computer Science, Design, Economics, Environmental Studies, Finance, Mathematics, Public Administration, Public Policy, Urban Planning, or related fields 

Desirable Qualifications
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

  • Proficiency in Microsoft Platform Programs (Outlook, Word, Excel, PowerPoint, Access, SharePoint, Visio).
  • Strong organization skills.
  • Advanced knowledge of cloud computing and significant technology programs (Adobe, Google, iCloud, OneDrive, etc.)
  • Ability to:
    • Analyze data, define problem areas, formulate recommendations, and implement solutions for complex issues or problems
    • Communicate concisely and persuasively in all methods
    • Exercise independent judgment, solve problems and determine priorities
    • Work in a dynamic and collaborative team environment
    • Manage a diverse workload and meet deadlines
    • Conduct research
    • Establish and maintain cooperative and productive working relationships

Selection Plan

Applicants will be prompted to complete a Supplemental Questionnaire as part of the online employment application. Depending on the number of applicants, the Department may establish and implement additional screening mechanism to comparatively evaluate qualification of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited for an interview. Applicants minimum requirements are not guaranteed advancement in the selection process.

Selection Procedures

The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to participate in the oral/performance interview.

Transportation Security Administration (TSA) Security Clearance
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

 

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates applying for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City. If you are selected as a finalist, the hiring department will contact you to schedule a fingerprinting appointment.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
