San Francisco is the second densest city in the United States with 880,000 residents concentrated in a city of only 47 square miles. By 2040, the city is projected to reach 1.1 million residents, an increase of 26 percent. Given this growth and the city’s goal of 80 percent of trips made by sustainable modes (including transit, bicycling, walking and taxi) by 2030, Muni’s role in providing safe, efficient and reliable public transit service has never been more important.
Founded in 1912, the San Francisco Municipal Railway (Muni) is the oldest publicly-owned and operated transit agency in the United States. Today, Muni operates a diverse fleet, which includes: cable cars, historic streetcars, light rail, electric trolley coaches and hybrid buses.
Muni carries more than 200 million trips each year and 26 percent of all daily trips in San Francisco, yet generates less than 2 percent of the city’s transportation sector greenhouse gas emissions, making it the greenest transit fleet of any major North American city. Muni is one of only six North American cities to have received the American Public Transit Association (APTA) Platinum Certification for Sustainability.
Under broad policy direction, the Director of Transit is responsible for providing safe and efficient public transit service as the leader of Muni, the San Francisco Municipal Transportation Agency’s (SFMTA’s) Transit Division.
The Transit Division is comprised of over 4,000 employees who serve the SFMTA’s transit service delivery system. The Division is focused on improving service reliability, upgrading the maintenance of its vehicles and facilities and leveraging the agency’s investments in technology.
The mission of the Transit Division is to provide safe, reliable, clean, accessible and convenient public transportation to any destination in San Francisco.
The Director of Transit:
• Maintains executive management level operational oversight of all transit operations and maintenance functions;
• Guides decisions regarding the provision of public transportation with insight into operational/functional impacts;
• Develops and implements policies, goals and objectives for the Division,
• Manages organizational changes;
• Implements new programs to enhance efficiency and safety;
• Prepares and presents reports to the SFMTA Director of Transportation, the Mayor’s Office, Board of Supervisors and other stakeholder groups on activities, issues and needs of the Division; and
• Represents the SFMTA Director of Transportation at meetings of legislative and regulatory bodies, when necessary; and performs related duties, as assigned.
• Oversees all functions and activities of the Transit Division;
• Provides safe, accessible service for all San Franciscans;
• Ensures compliance with local, state, and federal laws and regulations;
• Directs the development and implementation of goals, strategic plans, policies, procedures and professional standards for work quality, quantity, performance and accountability;
• Assists in the development and execution of actions in support of the SFMTA’s overall strategic plan;
• Evaluates existing transit service and implement actions to enhance operational effectiveness, improve efficiency and maximize system-wide safety performance;
• Develops and implements organizational change initiatives;
• Develops performance measures and promote accountability;
• Directs the development and administration of the Transit Division budget;
• Directs and monitors expenditures in accordance with the approved budget; and
• Directs resource allocation while providing safe and efficient public transit service.
The Director of Transit leads and directs the division’s activities and 4,000+ employees and is responsible for the effective and efficient operations of the seven sections within the Transit Division, including: Bus Maintenance, Maintenance of Way, Rail Maintenance, Operations Support, Transit Administration, Transit Management, Transit Service, Quality Assurance and Transit Capital Programs.
Ten years of increasingly responsible administrative and managerial experience in a large public transportation agency, preferably in combined light rail and bus operations; and
A Bachelor’s Degree from an accredited college or university in Business Administration, Public Administration or a related field. Additional qualifying experience may substitute for the required education.
The Ideal Candidate
The ideal candidate will possess exceptional leadership skills and have demonstrated executive-level experience overseeing public transit operations and administrative functions. The candidate will possess strong analytical and abstract reasoning, negotiations and conflict resolution skills. Consistent with the highest level of professional and ethical standards, the candidate will be able to interpret the strategic vision into an operational model, while ensuring transparency and accountability in all aspects of transit service delivery.
The candidate will have the experience to effectively work in and with a high-performance team to manage an environment where diverse and sometimes conflicting interests must be considered. The candidate will also need to establish and maintain effective working relationships with other SFMTA deputy directors, managers, staff, agency board members, elected officials, tenants, community stakeholders, regulatory agencies and SFMTA partners.
The candidate will possess outstanding interpersonal, public communication and presentation skills and have the ability to collaborate, partner and develop solutions, networks and alliances that represents the SFMTA’s interests and foster an inclusive, diverse and engaging workplace.

Appointment Type: Permanent Exempt, Full Time – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.
Compensation: The normal annual salary range A is $181,714 to $231,868. Appointment above the maximum of the normal annual salary range (range B, $231,894 to $268,424) may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range.
Nature of Work:
The position is subject to 24 hour call-back during emergency situations including nights, weekends and holidays.

Disaster Service Workers
All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare.
