Appointment Type: Permanent Exempt, Full Time – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.
The SFMTA Capital Programs and Construction Division (CP&C) is instructed to provide professional services for the implementation of SFMTA’s Capital Improvement Program (CIP) and employs over 120 engineers, technicians, and administrative staff responsible for the delivery of projects that provide state of good repair, improved system security and safety, facility upgrades and enhancements, and system expansion. Division responsibilities include design, engineering, project and contract management, construction management, contract administration, cost and schedule control, quality assurance, and procurement administration.
Under direction of the Director of Capital Programs and Construction, the Deputy Director of Transit Construction Management functions at the executive level of Division leadership and oversees the Transit Fixed Guideway, Transit Optimization and Bus Rapid Transit (BRT) Construction Unit, and Construction Inspection Unit and manages major and complex transit capital construction projects. The position provides direction in developing interrelated projects, developing internal capital improvement programs, and establishing organizational policies, priorities and objectives; manages and coordinates the implementation of program changes; performs general administration, policy formulation and program planning; and serves as administrative advisor in transit construction management operational matters to the three major transit programs.
Essential Duties and Responsibilities:
- Directs and manages Division Construction Management practices, policies and develops best management practices.
- Directs, manages, and enforces Division Resident Engineer Manual for best construction management practices.
- Directs and coordinates Track, Non-Track, and BRT construction management teams.
- Plans and coordinates with Deputy of Engineering and Deputy of Program Delivery to meet the support needs in delivering construction project.
- Coordinates and directs constructability and feasibility studies on all Transit related projects that include reviewing and approving plans, specifications, contract documents and related information for CP&C program.
- Manages, reviews and monitors construction budgets to ensure that there are sufficient resources to complete construction projects while meeting project approved scope, schedule and budget.
- Directs and manages use of allowances, change order negotiation strategies, construction claims, and construction progress payments in compliance to specifications.
- Evaluates and establishes subdivision goals and objectives, assigns priorities, ensures the use of effective work plans and methods to achieve goals, ensures objectives are met with schedule, monitor progress, ensures the use of effective work plans and methods to achieve goals.
- Evaluates performance of the construction management teams and initiates changes in structure, policies, and procedures when needed to increase efficiency, quality, and effectiveness in meeting agency’s needs.
- Leads and represents the Division in all city-wide coordination and collaboration effort related to construction management.
- Supervises subordinate personnel, completes performance appraisals, and participates in the disciplinary process when necessary.
- Plans and evaluates staff performance, ensures effective use of personnel and resources, develops action plans to improve employee productivity and resolves morale problems in the construction team.
- Develops and oversees construction management and inspection training program for Track and Transit projects.
- Reviews and approves Construction Management Weekly Report, Division Monthly Report, and to support the Director in presenting construction projects to stakeholders, supervisors and Mayor office.
- Organizes, manages, and develops Division construction safety management program, including city wide coordination effort in developing city-wide stand specification, screening requirements, enforcing safety requirements and practices in Division construction projects.
- Performs other related duties and responsibilities as assigned.
Nature of Work: The position has a rotating schedule that requires working weekends and nights on an as-needed basis. Additionally, working in confined spaces, stooping, squatting, crawling, climbing, travel and exposure to noise, fumes, and inclement weather is required on an as-needed basis.
- Possession of a bachelor’s degree in Civil Engineering, Construction Management, or Construction Engineering; AND
- Eight (8) years of experience in Transit and Track Management, Traction power and substation, and Overhead Catenary System (OCS) and Track system for complicated and complex transportation and transit projects over $30M; AND
- Possession of a current Certificate of Registration as a Professional Engineer in the State of California in Civil Engineering.
The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.
- Knowledge of rail and track specification including acceptable tolerance for light rail operation, track, and rail inspection, technical evaluation and analysis, and on-site trouble shooting.
- Knowledge of Federal Railroad Administration (FRA) specification, requirements for light rail construction, maintenance, and replacement.
- Knowledge of on-site construction management involving multiple contractors and subcontractors in track replacement, OCS replacement, street improvement such as curb ramps, sidewalks, bulb outs, substation replacement handling high voltage power.
- Knowledge of on-site construction management involving track clearance, transit operation coordination, site safety requirements and procedures for work item (3), operation safety requirements and procedures.
- Knowledge of preparing cost analysis and cost estimate for track replacement, OCS replacement, street improvements such as curb ramps, sidewalks, bulb outs, bus pad, substation replacement handling high voltage power.
- Knowledge of preparing, evaluation employee performance, develop meaningful employee performance plan.
- Knowledge of performing constructability review and provide critical information to the project team to minimize and mitigate potential issues in construction.
- Skill in managing a group of 30 or more construction management personnel with different skill set and level of experience; handling difficult personnel issue and resolving conflicts among construction management team.
- Skill in developing new process and procedures to provide better supervision and leadership in construction management team including restricting of the current team.
- Skill in managing cost and budget in active construction projects; strategizing and negotiating difficult change orders with contractors and key stakeholders.
- Skill in developing training program for existing construction management team including engineers and inspectors to perform essential transit construction projects; developing continuous monitoring and supervision program that will hold employees and supervisors accountable for delivering project scope, schedule, and budget.
- Skill in resource management and planning to make sure projects are properly staffed to support construction actives.
- Ability to work collaboratively with project managements, engineer, and contract administration to deliver projects.
- Ability to prioritize on hand tasks and manage time efficiently.
- Ability to become a liaison between key state holders and project team on resolving difficult construction issues.
- Ability to work collaboratively with key stake holders such as Transit Maintenance of Way (MOW) team, Transit Control Center (TCC), Facility supervisors and managers, Executive teams and Director of Transportation, as well as other agencies such as Public Works, Public Utilities Commissions, Recreation and Park, etc who may partner with SFMTA delivering a joint project.
- Ability to provide leadership and clear directions to project team in handling difficult situations.
- Ability to make decisions in the field with best judgements and justifications to avoid project delay and unnecessary project cost escalation.
- Ability to handle difficult and confrontational contractors and be able to support the construction team members in handling similar contractors, and to resolve field conflicts effectively and timely.
- At least ten (10) years of engineering experience equivalent to the City and County of San Francisco class 5211 Senior Engineer, of which all must include construction management experience in completing construction projects involving rail work, OCS, and high voltage traction power.
- Possession of a valid California Driver’s License.
