APPOINTMENT TYPE: Permanent-Exempt. Public Works has an opening for an exempt appointment in San Francisco. The position is excluded by the Charter from competitive civil service examination process. The successful candidate shall serve at the discretion of the appointing officer. This position has an anticipated duration of up to three (3) years.

JOB DESCRIPTION: The Utility Specialist will assist the Public Works Street Resurfacing Programing providing support in planning, creating, coordinating, and delivering $65 million per year of Street Resurfacing Program projects.  The Utility Specialist will lead and perform difficult and detailed professional-level project analysis and reporting in a variety of functional areas, including: City and private utility coordination and conflict resolution evaluations; 5 year planning and joint opportunities analysis with other City agencies including MTA and PUC projects with the Street Resurfacing Program; administration and monitoring of coordinated joint projects schedules; researching and providing responses to project utility information requests; hold utility coordination meetings with other City departments and private utility agencies; attend and be the lead representative of the Street Resurfacing Program at the monthly Committee for Utility Liaison on Construction and Other Projects (CULCOP) chaired by Public Works; develop  agreements and MOUs with other City utility departments and private utility agencies; monitoring complex financial project funding reports, and track and monitor Street Resurfacing project goals as it relates to the Department.

Other duties include: Compiling and updating project-based electronic systems to ensure accurate reporting information; Preparing and responding to project utility coordination information requests; Checking and updating the 5-year plan for the Street Resurfacing Program projects; Forecasting and reporting program goals; Attending and holding meetings with various City and private utility agencies; Meeting and consulting with engineering personnel for coordinated project updates and resource assignments; Coordinating with Street Resurfacing Program group leaders to assign projects and determining resources necessary to complete assigned work; Preparing and tracking detailed project scopes and schedules; Analyzing and developing reports to present to staff, supervisors and management; Preparing presentations and fact sheets summarizing budget and performance data; Drafting MOUs and agreements with other public agencies; Compiling information and drafting reports related to project budget and resource planning issues; Researching project areas for pertinent information including record drawings, grades, monument and other legislated maps; Performing analysis for project budget development and resource planning; May drive a City vehicle to and from work sites; Performing other related duties as assigned.


Under direction, independently conducts complex studies and analyses; independently conducts negotiations of agreements with public and private utility agencies; works with other program controls staff in developing cost, schedule and technical tracking systems for new projects, collecting data on the cost, schedule and technical progress on those projects; develops and implements seasonal and long-term financial and capital plans; develops and implements goals and procedures; assists in managing and administering  projects and program and conducts infrastructure planning..


Under direction, independently conducts complex studies and analyses; develops analytical models and systems; independently conducts contract negotiations; works with other program controls staff in developing cost, schedule and technical tracking systems for new projects, collecting data on the cost, schedule and technical progress on those projects; develops and implements seasonal and long-term operating, financial and capital plans; develops and implements operational goals and procedures; manages and administers wholesale and retail contracts, projects and programs; conducts infrastructure planning for new service territories; provides training of analysts and technical personnel; serves as a technical expert.

Minimum Qualifications

    1. Possession of a baccalaureate degree from an accredited college or university preferably with major coursework in Law, Engineering, Environmental Studies, Natural Resources, Computer Science, Business Administration, Mathematics, Statistics, Economics or other field related to the utility business; AND 

    2. Four years of verifiable journey-level work experience in one or more of the following areas: planning, scheduling, cost estimating and resource projecting for mid to large scale projects; water supply management and planning; power operations planning and scheduling; analysis, interpretation and application of utility contracts and regulations in either water, power (electric and/or natural gas), telecommunications, or a wastewater program; utility market and environmental analysis and planning; power supply and transmission rates and contracts; generation, transmission or distribution planning and design; or long-term utility systems planning. AND

    3.  Possession of a valid California Class C Driver’s License at the time of appointment while maintaining a satisfactory driving record.

Substitutions Additional qualifying experience may be substituted for the degree requirement on a year-for-year basis.

  •         Analytical and research skills;
  •         Ability to work independently and balance multiple projects and priorities;
  •         Strong proficiency with Microsoft applications particularly Excel, PowerPoint and Word
  •         Strong data analysis skills including use of pivot tables and complex Microsoft Excel formulas;
  •         Familiarity with database software and systems;
  •         Familiarity with financial information systems and Accounting knowledge.
