Project: WW-628 Headworks Facility Scope IIB/C SEP-005 Southeast Lift Pump Station Improvements

POSITION DESCRIPTION

The Project Manager I (PM-I) is responsible for managing the $50 million Sewer System Improvement Program funded project WW-628 Headworks Facility Scope IIB/C SEP-005 Southeast Lift Pump Station facilities for the Waste Water enterprise over the next 3 years. The Sewer System Improvement Program (SSIP) is the SFPUC’s wastewater capital improvement program which includes multiple projects to improve the existing system. The scope of the project will include planning, environmental review, design, and construction of 50 Million Gallons Per Day (MGD) Southeast Lift Pump Station and associated influent sewer infrastructure.

Essential Functions Related to the Project:

  • Serve as the Project Manager for one or more treatment facilities systems projects, including managing assigned project scopes, schedules, and budgets;
  • Define the project needs, assess the conditions of all existing pertinent facilities, and identify feasible alternatives to address project needs;
  • Confirm and document the purpose, objectives and needs of the project and confirm the needs would fulfill the endorsed SSIP goals and objectives;
  • Evaluate various alternatives for meeting the project objectives based on designated evaluation criteria. Recommend the preferred alternative;
  • Determine the level of environmental review necessary for the project and assist the Environmental Staff in preparation of required approvals and permits. Work may include conducting required environmental studies, and analyze and evaluate project alternatives;
  • Determine if project construction falls within SFPUC’s Right-of-Way (ROW) or property.  If not, pursue land or easement acquisition as necessary to construction facilities;
  • Provide support to PUC Contracts for bidding, the PUC award process, and contracting;
  • Provide construction management support to facilitate project construction;
  • Provide as-needed support to facilitate the operational start-up of any newly constructed facilities and assist in all aspects of project  close-out (financial, contractual, turn-over of assets to O&M, etc.).

Minimum Qualifications

If you are interested in a job like this, we are looking for people that have the following:

1. Possession of Bachelor's Degree in architecture, engineering, planning, or landscape architecture; plus four (4) years of responsible architectural, engineering or construction management experience, OR

2. A Bachelor's Degree in another field plus six (6) years of responsible experience in a field directly related to the project, OR

3. Eight (8) years of architectural, engineering, or construction management experience in a field directly related to the project, OR

4. California registration as professional engineer or architect. AND

5. Possession of a valid driver’s license.

DESIRABLE QUALIFICATIONS:  

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

 

  • Project Management Professional (PMP) Certification;
  • Experience in technical aspects of estimating and budgeting construction costs;
  • Working knowledge of various funding sources and restrictions; legal requirements for City projects; regulations and regulatory agencies and commissions affecting planning, zoning, design and permitting.

Experience claimed in self-employment will only be accepted if supported by documents verifying income, earnings, business license and experience comparable to minimum qualifications above. Copies of income tax papers or other documents listing occupation and total earnings must be submitted.

Verification of required valid licensure/certification typically must be a photocopy of the license/certificate including the name of the issuing agency as well as the name of the license/certificate holder, license/certificate number, and expiration date.

Selection Procedures

Minimum Qualifications Supplemental Questionnaire (MQSQ - Qualifying)

Applicants will be prompted to complete a Supplemental Questionnaire as part of the online application process. Conviction History

Disaster Service Workers
