Introduction

Appointment Type: Permanent Exempt (PEX).  This position is excluded by the Charter from the competitive civil service examination process; it is considered at will and serves at the discretion of the appointing officer.

Department Overview

The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, ship repair, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise-shipping. With some of the most modern and flexible shipping-terminal facilities on the West Coast, as well as naturally deep water, the Port can handle just about any type of cargo, including containers, break-bulk, neo-bulk, automobiles, and project cargoes.

The Port of San Francisco has many internationally recognized landmarks such as Fisherman’s Wharf, Pier 39, the Exploratorium, the Ferry Building and AT&T Park, home of the San Francisco Giants baseball team. With its unique and historic properties, the Port is home to a variety of tenants and uses. The Port Commission over the last five decades has led a remarkable transformation of the Port; maintaining its industrial maritime heritage while developing new uses, including commercial and public activities, that have helped San Francisco remain one of the most visited and popular cities on the globe. 

 

Position Description

This position will be responsible for reviewing vertical and horizontal schematic and construction drawings for both the Mission Rock and Pier 70 Special Use District projects for consistency with the Design Standards and Design for Development documents. The position will also manage the Port’s Mission Rock Pier 70 Design Advisory Committee. The Planner 3 will coordinate design review with both Port and City Planning staff as well as other relevant City and Regional agencies.

The position will also support other general Port Planning and Environment division functions when time permits, including design review, facilitating necessary CEQA entitlements, BCDC permits and support of the Port’s Citizen Advisory groups.. This position is also responsible for promoting understanding and support of Port projects, interdisciplinary team projects, interagency cooperation, and public understanding and participation in the development and review of waterfront projects.

Specific project deliverables: 

Review schematic design plans for all horizontal and vertical development consistent with the Design for Development and Design Standards within each Special Use District project. Draft memos, staff reports and if required present recommendations and review to the Port Commission and community groups. This work will be coordinated with planning staff from the San Francisco Planning Department. 

Review Construction drawings for both horizontal and vertical development for each Special Use District project for consistency with approved schematic plans (as described above). This work will be coordinated with planning staff from the San Francisco Planning Department. 

Manage the Port’s Mission Rock- Pier 70 Design Advisory Board for review of Special Use District open space aspects of each project. Including coordinating with San Francisco City Planning Department as required, managing public meetings and recording meeting notes. 

Coordinate design review with other Port and City divisions, including the Port’s Development project managers, Port engineering and SF Public Works and PUC as required.

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Possession of a baccalaureate degree from an accredited college or university AND four (4) years (8,000 hours) of verifiable full-time-equivalent experience in an urban, city, regional and/or other related planning environment (such as transportation planning, environmental planning, architecture or urban design); OR

Possession of a master's degree from an accredited college or university in City, Regional or Urban Planning, or a closely related field such as Architecture, Landscape Architecture, Geography, Urban Studies or Environmental Studies AND two (2) years (4,000 hours) of verifiable full-time-equivalent experience in an urban, city, regional and/or other related planning environment (such as transportation planning, environmental planning, architecture or urban design).
