The San Francisco Department on the Status of Women fosters the advancement of the status of women and girls in the City and County of San Francisco, through policies and programs. In 1998, San Francisco became the first city in the world to enact a local ordinance reflecting the principles of the United Nations Convention on the Elimination of All Forms of Discrimination Against Women, an international bill of rights for women. The Department is composed of seven professional staff responsible for implementing the policy priorities established by the seven-member Commission on the Status of Women, appointed by the Mayor.  

The Department is seeking a Grants Manager. In June 2019, the Department received a $9.3 million “Continuum of Care” grant from the California Department of Social Services to provide wraparound services and housing options to commercially sexually exploited youth. This position will primarily serve as the grant lead to oversee grant administration and coordination of the 11-member grant collaborative The appointment type is full-time and Permanent Exempt for a maximum of three years.

Essential Functions and Job Duties:  

  • Grant Management: Implements and coordinates the work and activities of the “Continuum of Care” grant; monitors compliance with grant terms; prepares progress reports; works closely with the 10 other grant partners to meet the grant goal of better serving commercially sexually exploited youth; provide ongoing technical assistance to organizations and individuals in pursuit of the grant goals. 
  • Policy Development & Management: Works with program staff, City departments, and community-based agencies to develop procedures and protocols necessary to improve services for commercially sexually exploited youth, provide training information to stakeholders; works with program staff, City departments, and community-based agencies to enhance communication between City departments and grant partners, ensure coordination of services and development of policy where needed.
  • Public Engagement: Coordinates and/or conducts outreach to San Francisco communities, City departments and community based organizations. Attends, participates in, and reports on meetings related to women’s and girl’s issues; represents the Department before community, Commission and City meetings and hearings, and the media; makes presentations to City personnel, public and private groups on various women’s issues in order to train personnel, and to advocate/lend support to policies, programs, and legislation that promote the service needs of women and girls. 
  • Administrative Management: Handles logistics for meetings, complying with public meeting laws; locates meeting sites, schedules meetings, prepares agenda, prepares and disseminates supporting documentation; staff meetings and takes minutes. Provides administrative support to the Department Head, such as preparation of routine correspondence and memoranda, graphs, flow charts, materials for presentations and community outreach meetings, reports, contract documents and grant proposals.
  • Trains and supervises the work of student interns and volunteers.  
  • Performs related duties as required.

Knowledge, Skills and Abilities

Knowledge of:  issues related to child welfare, human trafficking, health and homelessness; relevant research and statistical findings, legislation and law, policies and practices; advocacy, resources and services available to survivors of human trafficking.

Ability to and Skill to: identify, gather and evaluate information from a variety of sources; formulate logical conclusions and develop recommendations; effectively prioritize and organize multiple assignments and projects; coordinate and monitor the functions of a project and/or program across organizations; facilitate intergroup cooperation; work respectfully and effectively with individuals and groups from a variety of cultural and socioeconomic backgrounds; represent the department before officials, managers and staff, community groups and the public; prepare clear, accurate and well-organized narrative and statistical reports and other documents; develop training materials; maintain records; train, direct and monitor the work of assigned staff.

Minimum Qualifications

Two (2) years of professional-level work experience in a program coordinating a variety of activities related to women’s rights, monitoring gender-based discrimination or other related issues; AND

One (1) year of experience administering programs with significant responsibility for planning activities, coordinating resources, monitoring programs and/or contracts, and directing or supervising personnel; a baccalaureate degree in a related field (e. g. women’s studies, social science, political science, or other closely related field) may substitute for this part of the required experience.

Desirable qualifications:

  • Extensive knowledge and experience with the California child welfare system.
  • Extensive knowledge and experience with human trafficking at the local, state, national levels.
  • Substantive experience with facilitating collaborative projects.
  • Excellent verbal, written communication skills.

Minimum Qualifications Supplemental Questionnaire (MQSQ - Screening)

Disaster Service Workers
