APPOINTMENT TYPE: Permanent Exempt (PEX), this position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer. 



The San Francisco Department of Animal Care & Control (SFACC) is a taxpayer-funded, open-admission animal shelter. Since 1989, SFACC has provided housing, care, and medical treatment to wild, exotic and domestic stray, lost, abandoned, sick, injured, and surrendered animals. SFACC’s doors are open to all animals in need regardless of species, medical, or behavioral condition.


ACC has an annual intake of approximately 10,000 animals (all species). ACC has a live release rate of 91% for dogs and cats (combined) for fiscal year 2017-18.


The shelter also enforces all state and local Animal Control and Welfare laws. Animal Control Officers are first responders for animals in distress, and respond to citizen emergencies and concerns related to animal abuse and neglect. SFACC is the City’s lead organization for disasters involving animals.


ACC has an annual budget of $7 million, a total Departmental staff of approximately 50, and 350 active volunteers. ACC works closely with many animal welfare partner organizations to improve outcomes for all animals.



The Shelter Veterinarian directs, coordinates and provides all professional veterinary services for ACC animals including: preventive and wellness care, emergency services, and other medical and surgical treatment (including spay/neuter) as indicated. Additionally, the Shelter Veterinarian develops and maintains comprehensive programs and procedures that ensure the health and welfare of all animals in shelter that meet acceptable guidelines and standards of care and represent best practices in the industry. The Shelter Veterinarian directs and supervises the work of the Animal Health Technician.


LOCATION: San Francisco Animal Care and Control, 1200 15th St, San Francisco, CA 94103.



The 2292 Shelter Veterinarian performs the following essential job functions:

  1. Provide all professional veterinary care in shelter including (but not limited to): wellness/ pre-adoption exams, population health monitoring, outbreak prevention and response, prompt diagnosis and treatment of injury and illness, emergency triage and care, spay/neuter (including small mammals and rabbits) and soft tissue surgery, routine dentistry, and humane euthanasia when indicated.
  2. Develop and maintain policies, procedures and protocols related to animal health and welfare including (but not limited to): intake procedures, preventive care, disease control/outbreak prevention and response, quarantine/ isolation, animal handling, care, feeding and husbandry, humane euthanasia, and cleaning/sanitation.
  3. Provide and participate in training for subordinate staff and other Department staff regarding: recognition of abnormal behavior and signs of illness that indicate an immediate need for care (as well as common medical conditions), basic first aid, vaccination, health screening, humane euthanasia, use of controlled drugs, Veterinary Standard Precautions, rabies prevention and control, and protocols and procedures related to animal health and welfare as outlined above.
  4. Support Field Services Division by providing live animal and/or necropsy exams and associated documentation upon request for animals involved in suspected cases of abuse and/or neglect. Provide expert opinion testimony in court as needed.
  5. Advise administration, staff, volunteers and the public on veterinary and animal welfare issues.
  6. Direct and supervise maintenance of inventory of all pharmaceuticals, vaccines, supplies and equipment by support staff; submit purchase order requests and order supplies as approved; monitor expenditures.
  7. Maintain accurate records and documentation related to: animal medical records, controlled drugs, VMB laws and regulations/ Practice Act, VACSP sponsorship, etc.
  8. Assist with emergency and disaster response.
  9. Direct and supervise the duties of the Animal Health Technician(s).

The 2292 Shelter Veterinarian performs other related duties as required. 

Minimum Qualifications

EDUCATION: Possession of a doctor’s degree in veterinary medicine from a college or university recognized by the California Board of Examiners in Veterinary Medicine; AND

EXPERIENCE: One (1) year of verifiable veterinary experience working in an animal shelter, kennel, or Veterinary Hospital Facility. This includes recent experience within the last year in soft tissue surgery; examples include laceration repair, mass removal, enucleation, and particularly spay/neuter surgery; AND


LICENSE: Requires a valid license issued by the California Board of Examiners in Veterinary Medicine to practice as a Doctor of Veterinary Medicine; AND


LICENSE: Requires a valid California driver’s license.

Condition of Employment: Possession of a DEA license within ten weeks of appointment. Must maintain a valid DEA license while employed.

Desirable QualificationsThe stated desirable qualifications listed below may be used to identify job finalists at the end of the selection process when candidates are referred for hiring:

  • Ability to work at least one weekend day and some holidays.
  • Accreditation with the United States Department of Agriculture - Animal and Plant Health Inspection Service’s National Veterinary Accreditation Program.
  • Experience with exotic and/or wildlife species.
  • Previous shelter experience.
  • Strong oral and written communication skills.

Disaster Service Workers
