Service examination process and shall serve at the discretion of the Appointing

POSITION DESCRIPTION
This position will
support the Employee Experience and Engagement Project for the Wastewater
Enterprise (WWE). Under administrative direction of the WWE’s Business Strategy
and Performance Manager, the 1825 Employee Experience and Engagement Manager
will lead a team that includes Wastewater Enterprise Training and Education
Center (WWETEC), Workforce Reliability, and Staff Selection and Onboarding. The
Employee Experience and Engagement Manager will be responsible for improving the
experience of the entire employee lifecycle and to align it with racial equity
initiatives. This individual will be responsible for developing a program to
make WWE and SFPUC the employer of choice to attract and retain individuals who
want to serve the public, develop in an environmentally focused profession, and
serve the residents of San Francisco. The position will be the liaison to Human
Resource Services (HRS) and oversee all of WWE’s people processes related to
workforce planning, employee experience and engagement, and employee
performance.

Essential functions:
- Plans, develops, and directs the production of the WWE workforce strategy; advises WWE management in the associated budget development process, including formulating workforce policy, monitoring, reporting and interpreting hiring budget documents; may negotiate hiring / staffing budget proposals within the department and with the Mayor's Office, Board of Supervisors, and other agencies
- Supervises staff in the preparation of complex workforce analyses, recommendations and justification; develops and implements the WWE Workforce Plan including strategies for talent acquisition, on & off-boarding, assessment period for long-term employee success (probation), professional development, technical training, retention processes for critical and high-risk positions, performance management, and succession planning
- Researches, analyzes, forecasts and makes policy recommendations on workforce policies, practices, and procedures; manages implementation of new systems, policies, and procedures
- Serves as the Department Personnel Liaison to HRS to implement Enterprise-wide people policies, programs, and practices
- Plans, develops, performs and directs work involving extremely complex workforce analysis including financial analysis and long-term workforce planning for senior management; determines appropriate methodology including financial forecasting, labor projections and staffing alternatives utilizing analytical software to produce complex analysis or data; makes written and oral recommendations on difficult hiring and staffing decisions
- Provides leadership guidance by developing and applying strong internal communications practices (e.g. communication plans, survey analysis, development of internal statements and Q&As, talking points for management, etc.)
- Provides training on how to proficiently manage employee performance, growth and development of key competencies to ensure team and individual success, goals, and development
- Works with Division Managers and functional leaders to understand employee performance-related challenges within their departments and develops intervention strategies to address them
- Class 1825 Principal Administrative Analyst II performs other related duties as required.

Minimum Qualifications
If you are
interested in a job like this, we are looking for people that have the
following:
1. Possession
of a graduate degree (Master's degree or higher) from an accredited college or
university AND seven (7) years full-time equivalent experience performing
professional level analytical work as described in Note A; OR
2.
Possession of a graduate degree (Master's degree or higher) from an accredited
college or university with major college coursework as described in Note B and
six (6) years full-time equivalent experience performing professional level
analytical work as described in Note A; OR
3.
Possession of a baccalaureate degree from an accredited college or university
and eight (8) years of full-time equivalent experience performing professional
level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college
or university with major college coursework as described in Note B and seven
(7) years full-time equivalent experience performing professional level
analytical work as described in Note A
SUBSTITUTION: Applicants may substitute up to 2 years of the required education
with additional qualifying experience in budget analysis, financial analysis
and reporting, legislative/policy analysis, or contract/grant administration.
One year (2000 hours) of additional qualifying experience will be considered
equivalent to 30 semester units/45 quarter units.
Notes
on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in
one or more of the following functional areas: complex budget analysis,
development and administration; complex financial/fiscal analysis and
reporting; development of complex contracting systems and administration of
competitive bid processes and complex contractual agreements; development and
evaluation of complex management/administrative policy; complex grant
administration and monitoring; complex program evaluation and planning; complex
legislative analysis; complex economic analysis; or other functional areas
related to the duties of positions in Class 1825, where the primary focus of
the job is complex professional-level analysis for evaluation, recommendation,
development and implementation of major programs and functions of
department/organization. Analytical experience equivalent to the duties of Class
1824 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized
subject matter areas such as public or business administration, management,
business law, contract law, public policy, urban studies, economics,
statistical analysis, finance, accounting or other fields of study closely
related to the essential functions of positions in Class 1825.
