What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing seeks to be a national leader in the movement to end homelessness by developing a coordinated, client-focused system of services, piloting innovative models, and implementing proven solutions with measurable results. Major programs include: street outreach and service connection through the Homeless Outreach Team; a robust shelter system for single adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter individuals and couples using a low-threshold model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Homeward Bound program which has helped 10,000 individuals return to stable housing in their city of origin; and robust supportive housing programs of nearly 7,500 units which provide permanent housing and services to formerly homeless individuals and families.
This is a Permanent Exempt appointment not to exceed three (3) years. This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents are considered “at will” and serve at the discretion of the Appointing Officer.
What You’ll Be Doing
Under general direction, the Real Estate Project Manager plans, analyzes and oversees complex work involving significant accountability and decision-making responsibility for real estate development, negotiation and planning for HSH-supported housing, shelters, and service sites. The Real Estate Project Manager is responsible for carrying out, interpreting, and coordinating existing policies, methods, and procedures in partnership with the Real Estate Department in the acquisition, construction, and leasing of real estate projects for HSH; reviewing expenditures of large amounts of money for real estate related activities, making personal contacts with departmental representatives and the general public involving discussion, explanation, and interpretation of policies; preparing, checking, and reviewing detailed and complex technical real property records and reports; the overall supervision of the preparation and analysis of technical records, reports, and documents dealing with property acquisition, construction, and leasing activities and functions. The Real Estate Project Manager exercises sound judgment, works independently and takes initiative to implement the strategic goals of HSH. During the next year, the Real Estate Project Manager will serve as the departmental lead on real estate implementation of the Mayor’s plan to open 1,500 new permanent supportive housing units for people experiencing homelessness and the Mayor’s plan for a historic expansion in emergency shelter beds already underway.
The position includes the following responsibilities:
Plans and conducts general/and or site-specific needs analysis and feasibility assessments for HSH in coordination with HSH leadership and program staff.
Manages and plans real estate projects, including leading the Department’s 1,000-bed shelter expansion, for new navigation centers, resource centers, and temporary and permanent shelter development.
Manages and plans expansion of 1,500 units of permanent supportive housing as part of the Mayor’s Homelessness Recovery Plan announced in July 2020, in collaboration of partner departments including the Mayor’s Office of Housing and Community Development.
Develops and manages project budgets including revenue and expenditures projections, cash flow analyses, cost containment strategies, grant leveraging, and resolutions for budgetary problems.
Works with Department of Public Works on design and construction of new HSH sites to ensure project deadlines and quality standards are met and stay within budget.
Coordinates with HSH Facilities management on construction and maintenance related issues for new sites.
Prepares and maintains departmental records, reports, files and statistics relative to City-owned property.
Plans, schedules and supervises work related to appraisals, negotiations of leasing properties and other related real estate transactions; may train subordinates in departmental procedures, including instruction on the Administrative Code and City Charter.
Negotiates complex acquisitions and lease agreements on behalf of HSH.
Prepares reports and presentations to representatives of other City departments on matters regarding the acquisition and construction of projects related to departmental activities.
Confers with the Department of Real Estate, City Attorney’s office, engineers, architects, and outside consultants to conduct real estate transactions and other legal agreements.
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;
Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.
Detailed knowledge of housing and facilities development, project management, and asset management.
Knowledge of programs and funding streams for homeless services and facilities.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.
