Safety and Justice Challenge:  The John D. and Catherine T. MacArthur Foundation’s Safety and Justice Challenge recognizes that there are better, fairer, and more effective alternatives to excessive jail incarceration. Key to beginning and sustaining reform efforts is an understanding of how jail use has changed, and what impacts this growth has had on individuals, communities, and the economy. San Francisco is one of 25 jurisdictions across the country funded to implement reforms furthering fairer, more effective justice systems that protect public safety. A multi-disciplinary team representing several City and County Departments collaborates to implement strategies targeted toward safely reducing the jail population. The grant initiative is administered by the District Attorney’s Office.

Criminal Justice Racial Equity Statement:  The San Francisco Community Corrections Partnership, Juvenile Justice Coordinating Council, Re-entry Council and Sentencing Commission prioritize racial equity so that all people may thrive. San Francisco’s criminal justice policy bodies collectively acknowledge that communities of color have borne the burdens of inequitable social, environmental, economic and criminal justice policies, practices and investments. The legacy of these government actions has caused deep racial disparities throughout San Francisco’s juvenile justice and criminal justice system. We further recognize that racial equity is realized when race can no longer be used to predict life outcomes. We commit to the elimination of racial disparities in the criminal justice system.

Position Description:  Under the direction of the Unit Commander of the Information and Technology Support and Services Unit, the Safety and Justice Challenge Jail Population Liaison performs the following essential duties which include but are not limited to:

  • Researches, analyzes and makes policy recommendations on special projects or highly visible public issues.
  • Plans and performs statistical analyses including forecasting, jail population projections, analysis of capital requirements, calculation of jail capacity, modeling and cost/benefit analysis; prepares reports with policy recommendations and appropriate supporting documentation.
  • Analyzes and interprets existing, newly enacted and proposed local, state, federal legislation and regulation for policy and financial impact on the department and Safety and Justice Challenge Initiative.
  • Analyzes existing and proposed administrative policies and procedures as well as organizational problems.
  • Establishes and maintains contact with partners including technical assistance providers, funders and governmental agencies.
  • Performs related duties and responsibilities as assigned.

Minimum Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823

Desirable Qualifications:

The following desirable qualifications may be used to identify job finalist at the end of the selection process when candidates are referred for hiring:

  • Advanced knowledge of the principles and techniques of governmental organization and Management, specifically in criminal justice.
  • Advanced knowledge of the principles and techniques of economic and policy analysis.
  • Advanced knowledge of statistical software, case management systems, business intelligence software, and SQL.
  • Advanced Knowledge of applicable local, state, and federal laws and regulations affecting criminal justice reform. 
  • Advanced Knowledge of principles involved in the development and implementation of complex systems and procedures.
  • Ability to collect, synthesize, and analyze a wide variety of information.
  • Ability to establish and maintain effective communication with senior management, officials, departmental representatives, vendors, or other agencies.
  • Ability to negotiate effectively.
  • Skill to prepare and present written reports, memos, presentations, and detailed statistical reports, including charts, graphs, and exhibits to law enforcement partners and decision-makers.
  • Organizational ability to manage multiple projects, meets deadlines and expectations and objectively weigh resources and time bandwidth of current and upcoming responsibilities.
  • Communication ability to effectively formulate reports and recommendations, provide presentations, and work collaboratively with internal and external partners including law enforcement professionals and decision-makers.

Selection Procedures

The selection process will include evaluation of application in relation to minimum requirements.  Applicants meeting the minimum qualifications are not guaranteed advancement to the interview.  Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates.  If this becomes necessary, only those applicants whose qualifications most clearly meet the needs of the Department will be invited for an interview.

Finalist candidates will be invited to proceed to the background investigation. Conviction History

Disaster Service Workers
