ABOUT THE SAN FRANCISCO YOUTH COMMISSION:

Approved by the San Francisco voters as Proposition F on November 7, 1995 the Youth Commission is established as SEC. 4.122 under the City Charter and operates under the jurisdiction of the Board of Supervisors. “The purpose of the Commission is to collect all information relevant to advising the Board of Supervisors and Mayor on the effects of legislative policies, needs, assessments, priorities, programs, and budgets concerning the children and youth of San Francisco.” In essence, the Youth Commission is responsible for advising the Board of Supervisors and the Mayor on policies and laws related to young people. The Commission is charged with providing comment and recommendation on all proposed laws that would primarily affect youth before the Board takes final action. The Youth Commission consists of 17 members ranging in age from 12 to 23 and representing the diverse neighborhoods and backgrounds of San Francisco’s youth.  

 

Definition

APPOINTMENT TYPE: Permanent Exempt (PEX), this position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the appointing officer.

POSITION DESCRIPTION:  

The Youth Development Specialist is a unique position that combines youth development principles and practices to teach young people how to win youth-led policy and budget campaigns.  This Specialist must effectively navigate youth work and government bureaucracy. The Specialist must teach, train and uplift youth to make government accessible.  In effect, this staff person is responsible for giving Commissioners the tools and training necessary for them to fulfill their chartered duties of advising the Board of Supervisors and the Mayor on the unmet needs of youth in San Francisco.  This position will staff, agendize, clerk, and post the full Youth Commission and issue-based committee meetings.

 

These meetings are run by Youth Commissioners who invite members of City government and of the youth community to collaborate on youth-centered policy development.  In particular, this role must build relationships with the Board of Supervisors, their Legislative Aides, and City Department staff to present and advise on youth-related policy issues.  Preparing and training Youth Commissioners are a significant portion of this position, as are administrative tasks that uphold the laws that are required for a City-Chartered Commission. The Specialist will be responsible for developing and tracking quantifiable policy and budget metrics for the Youth Commission’s impact on San Francisco’s children and youth. 

 

 

Examples of Important and Essential Duties

1.     Youth Development and Leadership:

a.     Training & Curriculum                                          

  • Coordinate and implement training and support for committees;                                        
  • Create and implement (via 2 retreats and on an as needed basis) an age appropriate and culturally competent training curriculum to prepare Youth Commissioners for their work as official policy advisors (essential areas include the structure of City government, the municipal legislative and budget processes, public speaking, effective public comment, resolution writing, and parliamentary Rules of Order);                                       
  • Support and assist Commissioners to conduct policy research on youth commission priorities;
  • Support and coach Youth Commissioners with individual professional development plans that incorporates feedback for growth and leadership;                                        
  • Create and implement curriculum that develops youth budget advocacy tools; prepare youth for annual Budget and Finance Committee presentation;                                       
  • Devise and implement a system for data and evaluation metrics to track youth leadership and effectiveness of the Commission as a whole;                                      
  • Provide support, and coach the Our Children, Our Families Youth Commissioner role;                                    
  • Identify speaking opportunities (Town Halls, Panels, Community Forums, etc.) for Commissioners, coordinate the logistics of their public appearance, and support their development as public speakers; and                                 
  • Potentially train and supervise Youth Works/High School interns and volunteers.

B. Policy and Campaign Support;

  • Ground policy advocacy in a youth-centered framework that incorporates a system for effective policy recommendations;                                   
  • Support Youth Commissioners to develop their ability to articulate policy recommendations through helping them interpret legislation, write resolutions, and work collaboratively with members of the Board of Supervisors, the Mayor’s Office, and officials at various City departments, service providers and community organizations;
  • Follow and track legislation, and then report back to Youth Commissioners in a youth accessible manner;                                 
  • Work with the Youth Commissioners and Youth Commission staff to develop and implement the Youth Commission’s legislative and policy priorities; and                                  
  • Interact with Supervisors and Legislative Aides on a regular basis to present on legislation referred; communicating with the Aides regarding questions they or the Supervisor may have; set up meetings with Youth Commissioners, Supervisors, and the Mayor’s office to advise them on youth issues.    

2.     Administrative and Technical Business:

  • Create, record, and post (in accordance with state and local government meeting and transparency laws) full Youth Commission meeting agendas, minutes, and supplemental documents;
  • Coordinate the logistics of and clerk all full Youth Commission meetings (schedule presenters that range from Supervisors, leg aides, and community speakers, by recording and uploading minutes of all Youth Commission meetings, providing computer, electronic, and other technical day of support);
  • Staff at least one issue-based committee that includes similar posting duties as full Youth Commission meeting;
  • Coordinate all logistics for retreats and special events;
  • Manage the onboarding process and paperwork for new commissioners;
  • Order and manage business collateral purchasing;
  • Regularly perform important clerical duties including updating the Youth Commission website, answering phones, and responding to requests for information;
  • Set up, confirming, preparing, and following up on meetings with Youth Commissioners;
  • Assist other Youth Commission staff when applicable and appropriate;
  • Assist in coordinating special events and activities; and
  • Take on other duties as assigned when needed.

3.     Community Engagement:

  • Represent the Youth Commission in various contexts and develop collaborative relationships with government officials, service providers and community organizations;
  • Work with Youth Commissioners to engage in community centered events and meetings and act as liaisons of community voice to elected officials; 
  • Cultivate Youth Commission alumni relationships; and 
  • Staff the Youth Commission office in the absence of the Director.

Minimum Qualifications

1)    Bachelor’s Degree; AND  

2) Two (2) years of experience working hands-on with youth.  

OR   At least 4 years of experience working hands-on with youth.

DESIRABLE QUALIFICATIONS:  

  • Explicit knowledge of San Francisco service providers and community organizations, particularly those serving young people  
  • Understanding of San Francisco youth specific issues and needs, in particular, of housing and homelessness  
  • Experience in youth development principles and practices; and, diversity, equity, and inclusion pedagogy  
  • Experience with developing, creating, facilitating, and implementing workshop curriculum that incorporates a system of evaluation metrics  
  • Experience in planning and implementing youth retreats  
  • Willingness to attend community events at night to accommodate youth schedules  
  • Experience with or knowledge of local open government laws  
  • Experience with or knowledge of parliamentary procedures  
  • Recent and verifiable experience in how public policy and budget issues are formulated, generated into legislation, advocated for and ultimately passed as well as experience in following and tracking legislation

IDEAL CANDIDATE

The ideal candidate will have experience with, or demonstrated interest in, City government, including the legislative process, the budget process, the workings of City departments and commissions and state and local open government laws (including the Brown Act and the Sunshine Ordinance).  They will have a strong desire to work with, develop, mentor, supervise, and give independence to youth.  The ideal candidate will exhibit excellent written and verbal communication skills as well as basic computer skills, including word processing, using search engines, scanners and simple online software applications.  They must have a belief in and commitment to the ability, effectiveness, and power of young people as well as a commitment to the ability, effectiveness and power of local government to respond to young people’s concerns and positively improve their lives.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109).
