The Department of Public Health  (DPH) is looking to procure a permanent exempt (category 18- up to 3 years) "1053 Epic Maintenance & Support Team IS Business Analyst Senior- Epic Willow Analyst" position to help design, develop, implement, maintain, optimize and support DPH's unified electronic health record solution.


APPOINTMENT TYPE: Permanent Exempt (PEX), this position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.



The San Francisco Department of Public Health (DPH) utilizes the Epic electronic health record.  Under the direction of the Epic Inpatient Manager, the Epic Willow Business Analyst effectively collaborates with application analysts assigned to the Epic Willow team, understands Epic's Willow and integration with automated dispensing systems, and is a proficient builder. The Epic Willow Business Analyst has primary responsibility for the definition, coordination, implementation, maintenance and support of Epic’s Willow Pharmacy Applications including Epic Willow Inpatient, Epic Willow Ambulatory, and Epic Willow Inventory. 


The Epic Application Teams are responsible for designing, implementing, testing and supporting the clinical and financial aspects of the SFDPH EHR. This includes integration and interoperability with other third party clinical and financial systems and devices. The ideal candidate will understand the use of electronic health records in the hospital and outpatient pharmacy areas. The position will support the Willow applications(s) in Epic Electronic Health Record and associated integration with various ancillary systems and devices.



The ideal candidate must have working knowledge in the following:


·         Knowledge of pharmacy related workflows, hospital based inpatient and long-

      term care, behavioral health care, and patient experiences in a healthcare



·         Understanding of a wide array of integration points, utilizing standards such as

      HL7, including but not limited to automated medication dispensing/packaging

      and Omnicell/Pyxis related build in Epic, Omnicell Anywhere RN, 340B PSG,

      and Walgreens Pharmacy Benefits Manager.


·         Clinical workflows including documentation.


·         Nursing workflows for medication administration.




The Senior IS Business Analyst is the advanced journey level in the Business Analyst series. Positions at this level are distinguished from the journey level Business Analysts by the greater difficulty and complexity of the analytical tasks and is distinguished from the Principal by the limited supervisory responsibilities or the responsibility for smaller projects. Positions at this level require highly specialized knowledge, abilities, skills and experience and often exercise independent judgement in the performance of their duties; and possess technical or functional expertise beyond that expected at the journey level. Work is judged primarily on overall results with great latitude in determining work methods and assignment requirements. At this level, the individual has greater authority over assignments and decisions required to complete the work than lower level positions. Listed below are the job duties in further detail.



·         To support the design, implementation, support and optimization of the Epic

      enterprise Electronic Health Record (EHR) for the San Francisco Department

      of Public Health.


·         To collect information from departments, clinicians, health workers, vendors,

      and internal and external customers regarding electronic system development,

       implementation, issues, recommendations and utilization of best practices.


·         As a member of a multi-disciplinary team, translate functional requirements into

      application build.


·         Communicate effectively both orally and in writing with a diverse set of clients;

      stablish and maintain good working relations with department personnel,

      staff, vendors, peers and management .


·         Maintains all system configuration and build parameters for application



·         Use logic and analysis to solve computer and application module problems .


·         Exercise judgment, decisiveness and creativity in an environment subject to

      frequent change.


·         Prepare test plans, documentation and training materials; work with venders to

      prepare technical specifications and scopes of work.


·         Prioritize competing requests for services.


·         Application module optimization in conjunction with stakeholders.


·         Manage critical timelines effectively.


·         Manage communication between applications.

·         Application/module implementation and testing.

·         Clearly document work and adhere to change control procedures.

·         Maintains and updates Service Now, Sherlock, Orion, Nova, or other 

      Epic build  trackers or Epic project plans.

·         To perform other duties as assigned per the City’s job specifications.


Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.


An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Epic Module certification applicable to position must be obtained within 120 days of hire. ***


Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field


Desirable Qualifications:

·        Experience with full lifecycle of Epic implementation and/or Epic upgrade. 


·        Epic Certification OR Proficiency in Willow Pharmacy AND Willow Ambulatory AND

     Willow Inventory


·        Knowledge of Lean fundamentals including, but not limited to, A3 thinking, Value

      Stream Mapping and Kaizen events


·        Background and knowledge of clinical workflows, including charging

·        Understanding of physician orders and downstream integrated workflows initiated from


·        Proficiency with basic word processing and presentation applications (i.e. MS Office:

      Word, Excel, PowerPoint).


·        Knowledge of flow diagramming applications and collaboration platforms, SharePoint.

Selection Procedures

Departmental Review: The selection process will include an evaluation of application in relations to minimum requirements. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited for an interview. Applicants meeting the minimum requirements are not guaranteed advancement in the selection process.

Note on Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing. Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a FaceFitting Respirator.
