Appointment Type 

Permanent Exempt Full-Time. This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents serve at the discretion of the Appointing Officer with a duration not to exceed 36 months. The Office of the Assessor-Recorder will be screening applications as they are submitted.

Who We Are

The Office of the Assessor-Recorder is responsible for carrying out property tax-related functions governed by the State Constitution and State and local laws. Our core responsibilities include locating all taxable property in the City and County of San Francisco, identifying ownership, establishing a taxable value, and applying all legal exemptions. Property broadly includes both real property and personal property owned by businesses. The Office of the Assessor-Recorder is also responsible for recording documents and maintaining those public records. Over 400 different types of documents are recorded annually, including deeds of trust, reconveyances, liens, and public marriage licenses. The Office is also responsible for collecting any transfer tax due upon a change in property ownership. The Office of the Assessor-Recorder strives to conduct our work with the core principals of professionalism and integrity. 

What We Do

Heightened activity in the real estate and business markets means increased demand for the work of our office. Every year, property tax revenue remains the largest single source of funding for the City’s General Fund revenue, representing over $2 billion in Fiscal Year 2019-20. This revenue funds crucial services like public safety, education, neighborhood improvements, and health and family support services. Through the dedicated work of the Assessor-Recorder staff, the City has experienced a 7.2% increase in the local assessment roll in the past years. This past year, this represented a cumulative value of over $302 billion and generating over $3.6 billion in local revenues. This is due in part to strong growth in the real estate market, additional construction across San Francisco, and our office’s efforts in increasing efficiency. In recent years, we have taken significant steps toward modernizing our operations, including a multi-organization effort aimed at modernizing City-wide Property Assessment & Taxation Systems (Project SMART). Project SMART (System for Managing Assessments, Records and Transactions) is a multi-year project to replace our legacy property assessment system that manages the City’s $302 billion in assessed property value. The new system will handle all aspects of assessment functions and will be able to integrate with other City systems, specifically the Office of the Treasurer & Tax Collector and the City Controller's Office.

What We Are Looking For

The Department has recently started a multi-year project to implement a new Property Assessment System. The new system will replace the legacy system that manages $302 billion in assessed property value, to handle all aspects of assessment functions and will integrate with other City systems, such as the Treasurer & Tax Collector, Department of Building Inspection, and more. 

Our project team members are involved in the activities and milestones of requirements gathering, design, build, test, and change management. The City’s cross-functional project team members work alongside the system integrator, Sapient, to implement the system which uses a Salesforce platform. The project is managed with a hybrid methodology. 

Under the direction of the Functional Team Lead, this position will work with other business analysts to serve as a 1053 Senior IS Business Analyst for the project.

Essential Functions:

  • Document and/or review business and functional requirements. Ensure requirements, user stories, and design documents are delivered as complete, consistent, comprehensible, and of high quality. 
  • Work with departments on fit gap analysis and other business analysis activities to scope work.
  • Ensure traceability of requirements, user stories, use cases, and test cases.
  • Ensure system design meets business needs and ease of future maintenance and supportability.
  • Use common business analysis and project management tools such as: JIRA, Visio, LucidChart, MS Project, Mural, MS Excel, and use SQL for data analysis and retrieval  
  • Work with Subject Matter Experts, Product Owners, technical teams and other stakeholders to  analyze and document processes, uncover and understand as-is/to-be processes through use cases, flow diagrams, and other project artifacts. 
  • Prepare, coordinate, and lead sprint acceptance and user acceptance testing. 
  • Provide consultation and assist Product Owners on story grooming, backlog refinement, system design decisions, sprints goals, and trade-offs.
  • Work with QA and development teams on defect triage, review QA test cases and scripts for accuracy and relevancy to ensure proper QA testing is conducted. 
  • Have the ability to lead user training and prepare training materials and support with Change Management and Training team members on project training activities. 
  • Collaborate with technical team members in testing the new application to ensure functional requirements are met.
  • Understand technical integration technologies such as API operations to inform decisions that impact system design.
  • Troubleshoot technical issues related to data transformation and flow.
  • Maintain professional and technical knowledge.
  • Perform related duties and responsibilities as assigned.

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Education:
An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience:
Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desirable Qualifications

  • Experience with systems projects in a public sector environment
  • Experience with Salesforce platform or similar configurable/customizable system
  • Experience with property assessment, property appraisal or tax assessment knowledge
