Job Description

The Deputy Director of Administration & Finance will be responsible for overseeing the Administrative team, which includes finance, operations, IT, and human resources.   Please visit our website for more information on our work: https://www.sfartscommission.org/  

The Deputy Director of Administration & Finance will supervise the Finance and Accounting Manager; the Senior Data, Policy, the Racial Equity Analyst; the Capital Analyst; and the Office Manager.  The Deputy Director of Administration & Finance will report to the Director of Cultural Affairs.

 

Essential Duties:

 

  • Supervise the work of four direct reports including Finance and Accounting Manager; Senior Data, Policy & Racial Equity Analyst; Capital Analyst; Office Manager.
  • Develop and manage an agency wide budget of $36M inclusive of multiple revenue sources. Responsible for the final review and approval of all capital and operating expenditures including purchase orders, work authorizations, personal services contracts and grants.
  • Oversee agency performance measures, program evaluations, and requests for data as needed, including the first cost projection modeling tool for the City’s civic art collection; development of a comprehensive database (Salesforce); and a strategic racial equity plan.
  • In partnership with the Department of Human Resources, manage all personnel issues for the staff of 40 FTE, including recruitment, hiring, and retention; performance plans and reviews; leaves of absence; worker compensation claims; employee labor relations; and separations.
  • Responsible for creation of new legislation and any amendments to existing legislation. Serve as liaison to the Board of Supervisors, representing the department as necessary.
  • Work closely with the City Attorney’s Office on a wide range of issues affecting the department to ensure Arts Commission compliance on all local, state, and federal laws.
  • Oversee office facility needs including IT.
  • Present regularly to the Executive Committee and full Commission on financial matters and/or programmatic/policy issues as needed.
  • Serve as Acting Director when Director is traveling or otherwise unavailable.

 

Knowledge and Abilities

 

  • Knowledge of federal, state, and local rules and regulations pertaining to activities and functions of the Arts Commission; modern management and financial principles and practices; and functional expertise associated with the Arts Commission’s mission.
  • Ability to provide strong leadership skills; direct subordinate staff engaged in diverse activities; exercise administrative ingenuity, independent analysis, adaptability and judgment on highly specialized proposals with difficult, complicated choices of action; make recommendations and present them effectively to the Mayor, commissions, boards, committees, other agencies and the public; apply the principles and practices of public administration, financial and personnel management; clearly interpret all applicable laws, ordinances and codes; direct research, survey techniques and statistical methods; communicate effectively with subordinates, other city employees, the general public, members of civic organizations, or other agencies; and provide guidance to managers in a calm, effective manner in crisis situations.

  • A strong understanding of the principles of racial equity, and experience applying an equity lens to your work;
  • Experience serving the public, particularly marginalized communities;

  • Excellent verbal and written communication skills and strong analytical and critical thinking skills;
  • Adaptable and responsive to feedback with a passion for learning and working collaboratively;
  • An interest in serving San Francisco’s arts and culture ecosystem.

Selection Plan

The selection process will include evaluation of applications in relation to minimum requirements. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate qualifications of candidates. Only those applicants whose qualifications most closely meet needs of the Department will be invited to participate in the selection process.  Applicants meeting the minimum requirements are not guaranteed advancement in the selection process.

Minimum Qualifications

Education: Possession of a baccalaureate degree; AND

Experience: Five (5) years of senior level management experience in accounting or fiscal operations; two (2) of which must include supervisory experience

May substitute up to 2 years of education with additional years of experience.
