Position Description
The SFO Brand Manager will monitor market trends and oversee marketing and signage activities to ensure the right message is delivered in support of providing a world-class experience for all travelers and guests. The SFO Brand manager will be a key partner in creating a lasting impression of SFO. This is a robust and challenging role that requires an active, hands-on approach to develop brand guidelines consistent with our strategic priorities. The incumbent in this position will work closely with many teams, including wayfinding, signage, marketing, communications and external creative agencies to make sure the Airport’s brand values and image are followed.

The essential functions of this position include:

  • Works closely with the department head, senior management and multiple teams to ensure consistency in look and feel with SFO brand for internal and external public.
  • Researches consumer markets, monitors market trends and identifies potential areas in which SFO can invest its marketing efforts.
  • Plans, organizes, leads and coordinates with all terminal signage teams to ensure consistency in SFO’s brand relating to departmental activities, such as construction groundbreaking, honoree events, tenant grand openings, and special events.
  • Facilitates creative meetings, that may include overseeing and editing documents related to planning for new terminals, photo and film shoots, social media campaigns, print campaigns other department services and may function as publications editor in writing, reviewing, and supervising updates of publications.
  • Oversees imagery and branding components of video and print marketing campaigns and works with marketing, graphics and social media team members to ensure consistency in look, feel and brand guidelines.
  • Oversees the preparation and composition of publications and other documents such as press releases, and brochure updates, including coordinating all aspects of the publication process from editing, style, and reproduction.
  • Coordinates the marketing program for department venues and operations. Be one of final signoffs, along with the marketing team for marketing literature and campaigns, liaising with legal and compliance personnel, ensuring the designs and messages meet the company brand and regulatory guidelines.
  • Monitors product distribution and consumer reactions through focus groups and market research.
  • Coordinates and leads the launch program to external customers as well as employees .

Nature of Work
Requires extensive computer work requiring keyboarding and prolonged sitting and working off a flat screen monitor to perform strategic and economic analysis and analyze, manipulate and generate reports; ability to work effectively with managers, co-workers, contractors and other personnel; and ability to identify issues and problem solve.

Minimum Qualifications

Education
Possession of a Bachelor of Arts or Science Degree in Journalism, Public Relations, Communications, Public Administration, Political Science, Sociology or a field related to a department's business from an accredited college or university.

Experience
Five years of experience in public affairs, public/media relations, community relations, international relations, or a related field.

Substitution
Education Substitution: Additional qualifying work experience may be substituted for the required education on a year-for-year basis.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Selection Plan

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying)
Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

Basic Supervisory Exam (Weight: 50%)
Applicants meeting the minimum qualifications will be invited to participate in a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g., directing, counseling, guiding, evaluating, motivating, disciplining, developing and training subordinates, delegation) as well as customer service and reading comprehension.

This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.

The Basic Supervisory Exam will be administered either on a computer or in paper format. The type of format will depend on the size of the qualified applicant pool. Qualified candidates will be notified of the type of exam format in their exam appointment notification. The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent. A passing score must be achieved on the Basic Supervisory Exam in order to continue in the selection process.

Supplemental Questionnaire Evaluation (Weight: 50%)
Applicants will be evaluated and scored based on the information provided in their job application, and supplemental questionnaire to determine their possession of the knowledge, skills, and abilities required for the position of 9251 Public Relations Manager. It is important that the information provided on the supplemental application be accurate and complete. All relevant experience, education and/or training must be on the application in order to be reviewed in the rating process. Candidates will be placed on the eligible list in rank order according to their responses. All statements made on the application materials are subject to verification.

Note: Only those applicants meeting the minimum qualifications will be notified of the exact date, time and place to report for the Examinations. Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process. A passing score on all Exams must be achieved in order to be placed/ranked on the Eligible List.

Transportation Security Administration (TSA) Security Clearance
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Certification Rule
The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List
A confidential eligible list with names of candidates who have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established so interested parties can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of candidates on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once that eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification. Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates applying for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City. If you are selected as a finalist, the hiring department will contact you to schedule a fingerprinting appointment.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
