For over 20 years, the San Francisco Department of the Environment (SF Environment) has worked with San Francisco’s Black, indigenous, and people of color (BIPOC) communities to mitigate environmental burdens, increase accessibility of environmental programs and benefits, engage community members, and improve health outcomes. BIPOC communities are disproportionately exposed to environmental stressors that include air and soil pollution, illegal dumping of toxics and other materials, industrial land uses and transportation impacts. They are more likely to live in housing conditions with limited access to green space and where poor indoor air quality from pests, mold, and the use of toxic products contributes to the prevalence of asthma and other health disparities. They are more likely to be employed in areas with high levels of exposure to toxics. Now, they are the first communities feeling the impacts of climate change, with the fewest resources to respond. Who You Are
The Marketing & Community Engagement Strategist is a skillful project manager who leads high-impact marketing campaigns, behavior-change initiatives, communications and outreach events in collaboration with City and community partners. Project goals will have a special emphasis on promoting energy efficiency and shifting commute behaviors toward sustainable transportation modes, and you will also contribute to other focal areas, from developing public-facing campaigns in support of toxics reduction and zero waste, to supporting citywide initiatives. All projects will require knowledge and application of racial equity principles and will focus on mitigating or improving environmental impacts in low-income communities and communities of color in San Francisco.

Serving in a Coordinator-level position (Class 5640), you’ll work under the supervision of a Class 5642 Senior Environmental Specialist (Marketing & Community Engagement) and have day-to-day decision-making responsibilities for projects, as well as the ability to negotiate within project scopes.

What You'll Do
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this class and are not intended to be an inclusive list.

Project Management and Stakeholder Engagement: 
• Design, implement and evaluate creative, high-impact marketing campaigns and behavior-change initiatives targeted to San Francisco residents and businesses—both internally managed and in collaboration with external vendors
• Deliver equitable programs and campaigns that mitigate or improve environmental impacts for low-income communities and communities of color in San Francisco
• Project manage multi-stakeholder community engagement activities such as workshops and events, facilitating as appropriate
• Coordinate closely with interagency partners, San Francisco residents, businesses, community organizations, and City colleagues in the planning and execution of projects and initiatives
• Participate in strategic planning for departmental initiatives and transportation demand management (TDM) programming
• Manage partnership-building activities that drive participation in clean energy programs and support San Francisco-based business participants
• Write campaign and project reports and present findings to relevant stakeholders, as assigned
Budget & vendor management / Resource development:
• Manage marketing and specialty vendors supporting assigned projects and initiatives
• Manage budgets and grants falling under assigned project and program scopes
• Support efforts to secure funding for TDM and Energy projects, including proposal writing, funding applications, and budget drafting
Departmental representation and support: 
• Represent the Department at City functions and community/stakeholder meetings, as directed
Supervision Exercised
May be assigned to supervise staff, including Class 5638 (Environmental Assistant) and 9922/9920 (Trainee) direct reports

Minimum Qualifications

Education
Possession of a baccalaureate degree in environmental sciences, public administration, business administration, accounting, biology, or  closely related field (including but not limited to Marketing and Communications), from an accredited college or university; AND

Experience
Two (2) years of professional experience in planning, coordinating, implementing and evaluating environmentally related marketing programs.

Desirable Qualifications

• Experience in multi-channel marketing strategy development, project management, and budgeting
• Knowledge of environmental topic areas such as transportation demand management, energy efficiency, renewable energy, climate change, zero waste, and toxics reduction
• Knowledge of community-based social marketing and culturally competent marketing and community engagement principles and approaches
• Ability to collaborate with community and City partners and Department staff to deliver quality programming
• Understanding of racial equity, inclusion and diversity principles
• Knowledge of quantitative and qualitative data analysis and reporting
• Ability to skillfully edit and write to persuade (e.g. marketing copy) and inform (e.g. reports, official documents)
• Ability to present before large groups of people

      Selection Procedures

      Minimum Qualification Supplemental Questionnaire (Weight: Qualifying)
      Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant’s experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

      Supplemental Questionnaire Evaluation (Weighted 100%)
      Candidates who advance beyond the minimum qualifications review will be prompted to complete a Supplemental Questionnaire. All candidates must complete the Supplemental Questionnaire and it must be submitted before the provided deadline. The information provided on the Supplemental Questionnaire must be consistent with the information on the application and is subject to verification. Once submitted, applicant responses on the Supplemental Questionnaire cannot be changed. Applicants must achieve a passing score on the Supplemental Questionnaire Evaluation in order to be ranked on the eligible list.

      The Supplemental Questionnaire Evaluation is designed to measure knowledge, skills, and/or abilities in job-related areas as described within this announcement. This includes knowledge of: Community-based social marketing; Multi-channel marketing strategy development; Environmental topic areas including, but not limited to, transportation demand management, energy efficiency, renewable energy, climate change, zero waste, and toxics reduction; Culturally competent marketing and community engagement principles and approaches; Quantitative and qualitative data analysis and reporting; Stakeholder engagement and meeting facilitation; Style guide(s) such as APA, Chicago, and/or Oxford; Microsoft Office and related common software applications; CMS and analytics tools such as Constant Contact, Survey Monkey, Meltwater, and Google Analytics. This also includes the ability to: Manage complex projects and programs; Work with & manage external vendors; Skillfully edit and write to persuade (e.g. marketing copy) and inform (e.g. reports, official documents); Design, plan, and work within budgets; Motivate and develop staff; Use spreadsheet and CRM software; Communicate effectively, both orally and in writing; Present before large groups of people; Collaborate with community and City partners and Department staff to deliver quality programming

      After the eligible list is finalized/adopted, the department may administer additional selection procedures to make a final hiring decision (e.g. interviews, written exercise, etc.). Applicants meeting the Minimum Qualifications are not guaranteed advancement through all steps of the selection process.

      Certification
      The certification rule for the eligible list resulting from this examination will be Rule of Five (5) Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

      Eligible List
      A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

      The duration of the eligible list resulting from this examination process will be 6 months, and may be extended with the approval of the Human Resources Director.

      Conviction History

      As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist.           Disaster Service Workers

          All City & County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
