Who You Are
The Public Affairs Assistant Coordinator will support the Policy and Public Affairs Team in four key focus areas: 1) Press & media relations, 2) Policy development, implementation, and tracking, 3) Intern recruitment & placement, and 4) Public affairs & community relations.
 
What You'll Likely Do
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this class and are not intended to be an inclusive list.

Press & Media Relations:
•  Work closely with Policy and Public Affairs Team to support reactive and proactive media outreach (triaging, tracking, and scheduling interviews).
•  Oversee the Department’s media monitoring service and media subscriptions (e.g. SF Chronicle, etc):
     ·  Track media featuring the Department or key topic areas important to the Department.
     ·  Collate and send news clips daily.
     ·  Curate and update Department’s media contacts and distribution lists and send press releases out.
•  Assist in planning press conferences including set-up, logistics and take-down.
Policy:
•  Support the Policy and Public Affairs Team and other program staff to develop and draft public policy for introduction at the Board of Supervisors or State Legislature.
•  Interface with internal and external stakeholders to receive input on potential new legislation.
•  Track, collate and assemble legislative documents to satisfy Board of Supervisors, state and federal requirements.
•  Provide support with ongoing/routine legislative items, such as grant awards, the Department’s annual budget, Board of Supervisor committee hearings, presentations, etc.
•  Respond to Board of Supervisor or other constituent service requests.
Interns:
•  Recruit interns.
•  Assist Policy and Public Affairs Team with orientation and placement throughout the Department.
•  Familiarize and stay current with rules and regulations regarding intern placement at City Departments.
•  Facilitate development of how-to-guides and other materials for both interns and program staff.
Public Affairs:
•  Attend monthly event planning meeting when needed and represent the Department at relevant events.
•  Assist in preparation, scheduling and facilitation for visiting delegations.
•  Support planning and execution for Earth Month activities and other major Department events.

Minimum Qualifications

Training
Possession of a baccalaureate degree in public administration, business administration, environmental science, or a closely related field from an accredited college or university; AND

Experience
One (1) year of professional experience in planning, coordinating, implementing and evaluating environmental programs; AND

A minimum of six (6) months of public policy experience.

Other Requirements
Possession of a valid driver's license.

Desirable Qualifications

•  Experience in communications, marketing, public relations, or media relations.
•  Experience and/or interest in public policy or the legislative process.
•  Experience working in San Francisco politics, on advocacy campaigns, or doing community organizing.
•  Experience in convening, communicating, and working with diverse stakeholders.
•  Experience with speechwriting, copy editing, or providing executive-level communications support.
•  Experience drafting public information materials, such as fact sheets, briefings, or policy memos.
Knowledge of
•  Print and Digital Media. What’s in the news, and who’s writing on what. Keep a finger on the pulse of what’s happening.
•  Stakeholder Engagement. You know how to get people invested and maintain engagement.
•  Climate Change. (Hint: it’s not a hoax.)
•  Local Government. Cities are leading the way on tackling climate change and you know a thing or two about that.
•  Public Policy and the Legislative Process. How a bill (sometimes) becomes a law.
•  Facilitation. You have a few tricks for making meetings engaging and meaningful.
Ability to
•  Effectively and sensitively communicate, both orally and in writing, with a broad variety of stakeholders and in formal presentation settings.
•  Demonstrate excellent interpersonal skills, including working effectively independently, in a small a team, or with other city and outside agencies.
•  Think analytically and apply problem-solving skills.
•  Manage multiple projects simultaneously and meet competing deadlines (i.e., detail-oriented).
•  Respond quickly and effectively to unexpected and rapidly changing conditions.
•  Synthesize and communicate complex information to a variety of audiences.
•  Be a big picture thinker who can also get granular and deep into the details.

      Selection Procedures

      Minimum Qualification Supplemental Questionnaire (Weight: Qualifying)
      Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

      Supplemental Questionnaire Evaluation (Weighted 100%)
      Candidates who advance beyond the minimum qualifications review will be prompted to complete a Supplemental Questionnaire. All candidates must complete the Supplemental Questionnaire and it must be submitted before the provided deadline. The information provided on the Supplemental Questionnaire must be consistent with the information on the application and is subject to verification.

      The Supplemental Questionnaire Evaluation is also designed to measure knowledge, skills, and/or abilities in job-related areas as described within this announcement. Once submitted, applicant responses on the Supplemental Questionnaire cannot be changed. Applicants must achieve a passing score on the Supplemental Questionnaire Evaluation in order to be ranked on the eligible list.

      After the eligible list is finalized/adopted, the department may administer additional selection procedures to make a final hiring decision (e.g. interviews, written exercise, etc.). Applicants meeting the Minimum Qualifications are not guaranteed advancement through all steps of the selection process.

      Certification
      The certification rule for the eligible list resulting from this examination will be Rule of Three (3) Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

      Eligible List
      A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

      The duration of the eligible list resulting from this examination process will be 6 months, and may be extended with the approval of the Human Resources Director.

      Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.       Conviction History

      As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:
        •  Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.

          Disaster Service Workers

          All City & County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
