About the San Francisco Public Utilities Commission (SFPUC)
The San Francisco Public Utilities Commission (SFPUC) is a department of the City and County of San Francisco that provides retail drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and green hydroelectric and solar power to San Francisco’s municipal departments and select local residential and business communities. The SFPUC is comprised of essential 24/7 service utilities: Water, Power, and Sewer. The mission of the SFPUC is to provide customers with high quality, efficient and reliable water, power and sewer services in a manner that is inclusive of environmental and community interests, and that sustains the resources entrusted to our care.
The Power Enterprise, within the SFPUC, has two separate power programs, Hetch Hetchy Power and CleanPowerSF. SFPUC owns and operates the Hetch Hetchy hydro-electric power generation system in Moccasin CA, solar arrays throughout San Francisco, and biogas cogeneration facilities, which together produce cost-effective energy with a zero greenhouse gas emission profile. The CleanPowerSF program, which is San Francisco’s Community Choice Aggregator and managed by the SFPUC, provides a cleaner energy option than traditional PG&E service for businesses and residents throughout the SFPUC’s service area.
Under direction of the Regulatory and Legislative Affairs Manager, the 5602 Utility Specialist provides analytical and policy support on current energy regulatory, legislative and ratemaking matters that affect San Francisco’s energy interests, in particular, the operations of the Power Enterprise, and evaluating the impacts of existing and proposed regulations and legislation on the Power Enterprise and on San Francisco.
ESSENTIAL FUNCTIONS OF THIS POSITION INCLUDE:
• Monitoring and participating in regulatory and legislative matters at federal, state and local forums related to developing or acquiring renewable resources and energy efficiency programs
• Analysis of climate change and greenhouse gas regulations, renewable portfolio standards, and other regulatory and legislative changes
• Assessing the City’s rights and ability to develop and deliver transmission and distribution services
• Fostering new load serving opportunities
• Ensuring compliance with new regulatory and legislative requirements.
- Possession of a baccalaureate degree from an accredited college or university preferably with major coursework in Law, Engineering, Environmental Studies, Natural Resources, Computer Science, Business Administration, Mathematics, Statistics, Economics or other field related to the utility business; AND
- Four years of verifiable journey-level work experience in one or more of the following areas: planning, scheduling, cost estimating and resource projecting for mid to large scale projects; water supply management and planning; power operations planning and scheduling; analysis, interpretation and application of utility contracts and regulations in either water, power (electric and/or natural gas), telecommunications, or a wastewater program; utility market and environmental analysis and planning; power supply and transmission rates and contracts; generation, transmission or distribution planning and design; or long-term utility systems planning.
SUBSTITUTION: Additional qualifying experience may be substituted for the degree requirement on a year-for-year basis.
SPECIAL CONDITION: Three (3) years journey-level experience in California electric sector, regulation.
LICENSE OR CERTIFICATE: Specified positions may require possession of a valid class C driver's license.

Supplemental Questionnaire (Weight 100%):
Applicants will be prompted to complete the Supplemental Questionnaire that must be submitted during the online application process. The Supplemental Questionnaire has been designed to measure knowledge, skills and/or abilities in job-related areas which may include, but not be limited to: knowledge of roles and responsibilities of local, state and federal regulatory agencies; knowledge of electric ratemaking principles; ability to analyze complex electrical regulatory issues; ability to perform statistical analysis and knowledge of modeling tools; skills to use computer software, modeling tools and produce reports and analysis; and ability to communicate and report.
The Supplemental Questionnaire will be rated and scored. All relevant experience, education and/or training must be on the Supplemental Questionnaire in order to be reviewed in the rating process.
Note: Candidates must achieve a passing score on the selection component described above in order to move forward in the selection process.
Certification: The certification rule for the eligible list resulting from this examination will be Rule of the Ten (10). Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
Eligible List: The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director.
