The San Francisco Department of Public Health (DPH), Environmental Services Division (EVS), is accepting applications in class 2740 Porter Supervisor I. The current vacancies are located at Laguna Honda Hospital and Rehabilitation Center, a long-term care facility providing skilled nursing, intensive rehabilitation, acute medical, AIDS/HIV, dementia care, and hospice care.


The eligible list resulting from this recruitment may be utilized to fill vacancies in this class at other locations within the DPH for the duration of the eligible list.


Shift: Part-time, evenings, nights, weekends, rotating and/or holiday shifts may be required.

 

Position Description: 
Under direction, the Porter Supervisor I oversees the activities of a large group of porters responsible for the maintenance and cleaning of a large institutional building.  The Porter Supervisor I is responsible for the following essential duties: 
 

  • Directs, assigns and supervises the work of a large group of porters;
  • Regularly inspects and evaluates assigned areas and makes spot checks of the work of subordinate staff for satisfactory completion of work assignments and adherence to department standards; 
  • Ensures that standard infection control, safety and waste management procedures are observed and enforced; 
  • Explains procedures and methods to subordinates by written and oral instructions, demonstrations or other training methods;
  • Interprets departmental rules, regulations and policies to subordinates;
  • Responds to on-site emergency situations about custodial services or maintenance problems to proper institution personnel for correction;
  • Requisitions, replenishes and issues custodial and other supplies and other equipment; ensures that supplies are adequate for completion of assigned work.

The Porter Supervisor I performs other related duties as assigned/required.

Working Conditions:  Using approved safety procedures and special protective clothing and/or equipment, the 2740 Porter Supervisor I is expected to supervise and perform cleaning activities requiring exposure to hazardous cleaning chemicals, blood and bodily fluids and other medical wastes, and/or patients with contagious diseases.  Work may require physical strength and stamina in heavy lifting, standing, bending, pulling and pushing, for extended hours throughout the day and/or night.

Some positions may require employees to work near individuals within locked jails and psychiatric facilities, the homeless population and/or individuals who have or are carriers of infectious/communicable diseases.

 

Minimum Qualifications

Experience: 
Three (3) years (equal to 6,000 hours) of verifiable experience in an institutional setting performing all of the following duties: floor and carpet maintenance; furniture, equipment and wall cleaning or disinfecting; hazardous waste and trash disposal; and movement of furniture and other equipment.

Verifiable experience must include at least one (1) year supervising Porters, Janitors, or Custodians performing the above tasks.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying)
Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

 

Basic Supervisory Exam (BSE) (Weight: 50%)

Candidates that meet the minimum qualifications will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g. directing, counseling, guiding, evaluating, motivating, disciplining, developing and training subordinates, delegation, etc.) as well as customer service and reading comprehension.


This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review. 


The Basic Supervisory Exam will be administered either on a computer or in paper format.  The type of format will depend on the size of the qualified applicant pool.  Qualified candidates will be notified of the type of exam format in their exam appointment notification.

The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

 

Supplemental Questionnaire Exam (Weight: 50% )
Candidates who achieve a passing score on the BSE will be emailed a Supplemental Questionnaire (SQ) Exam that is designed to measure the knowledge, skills and abilities in job related areas which may include, but not be limited to:  Technical knowledge, Knowledge of Safety Practices, Interpersonal Relations and/or Supervisory Ability.


The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their SQ responses. Candidates must achieve a passing score on the SQ in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score. 

A passing score must be achieved on each of the above described exams in order to be included on the confidential eligible list. 

After the confidential eligible list is adopted the department may administered additional selection procedures to make a final hiring decision. 

 

 

Eligible List:
The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 12 months, and may be extended with the approval of the Human Resources Director.

Certification:
The certification rule for the eligible list resulting from this examination will be Rule of Three Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

 

· Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.

· Candidates applying for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

 

Having a conviction history does not automatically preclude you from a job with the City.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Note on Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.

 

Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a FaceFitting Respirator.

 

Medical Examination/Drug Testing: Prior to appointment, at the Department's expense, applicants may be required to take a tuberculosis (TB) screening test, a medical examination and/or drug test.
