Introduction

The Human Services Agency (HSA) is a department of the City and County of San Francisco and the central resource for public assistance in the City. Our mission is to promote well-being and self-sufficiency among individuals, families, and communities in San Francisco. HSA was formed in 2004 with the merger of two previously existing city departments, the Department of Human Services and the Department of Disability and Aging Services. The agency retains two commissions and two department heads. The agency also includes the Office of Early Care and Education.  

We provide a safety net for individuals and families by offering income support, community-based living supports, and assistance getting food, housing, and health coverage. We offer programs and services that ensure the protection and safety of children, the elderly, and dependent adults. We help people secure employment through training, job search, and child care assistance.

Position Description

Under general direction, the Supervising Clinical Psychologist assumes responsibility for the clinical psychologist services at the Disability Evaluation and Consultation Unit (DECU). The DECU is a program responsible for assessing the County Adult Assistance Program (CAAP) clients in order to determine if they should be exempted from program-required work activities, as well as providing case management services to clients with disabilities to enable them to qualify for Social Security Benefits.

The essential duties include, but are not limited to: 

1. Plans and administers the provisions of psychological services which consist of screening and assessing CAAP clients.  

2. Develops and collaborates with the management team in carrying out CAAP’s administrative functions.

3. Trains and supervises clinical psychologist and psychology interns within the program.    

4. Evaluates the work of clinical psychologist to ensure that the quality of the screening and assessing are conducted within the standards of the profession and that the report demonstrates the client’s disability to the Social Security Administration and the State Department of Social Services.  

5. Maintains clinical records in accordance with federal and state regulations.   

Minimum Qualifications

1. Education:

Possession of a valid Psychologist license issued by the California Board of Psychology as defined in Chapter 6.6 of the Business and Professions Code, Psychology Licensing Law, Sections 2900-2903, 2914;

AND

2. Experience:

Three (3) Years of experience as a practicing Clinical Psychologist.

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Evaluation (Weight: 100%): Applicants will be prompted to complete the Supplemental Questionnaire as part of the online employment application. The Supplemental Questionnaire has been designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge of the principles and practices of clinical psychology, problem-solving skills, decision making skills, and written communications ability. All responses to the Supplemental Questionnaire are subject to verification and should be consistent with the information provided in your application.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification. Certification:
The certification rule for the eligible list resulting from this examination will be Rule of Three Scores.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Conviction History
