The PHD's Public Health Emergency Preparedness and Response (PHEPR) Section serves the public, DPH, and partners by coordinating health emergency preparedness, response, and recovery efforts; acts as stewards through strategic planning, efficient allocation of resources, and leveraging of DPH and citywide capabilities; and promotes a culture of preparedness to ensure that in an emergency, disease and injury are prevented, and accessible, timely, and equitable health and clinical services are available.

Nature of Position:
In the event of emergent citywide issues, this position requires responding to emergencies both inside and outside of standard work hours. This position also requires regular participation in communicable disease on call cycles (by phone or in person).

Essential Duties:
Under general administrative direction of the CCSF Health Officer/Director, Population Health Division, the 2233 Supervising Physician Specialist – Director of Public Health Emergency Preparedness and Response performs the following essential job functions:

  • Develops, refines, and improves the City and County of San Francisco (CCSF) Department of Public Health’s response framework for public health emergencies; oversees maintenance and updates of the DPH Emergency Operations Plan and the Departmental Operating Center; oversees strategic planning for emergency preparedness within DPH and the CCSF;
  • Directs and coordinates DPH planning and response to emergencies and disasters; provides medical and technical decision making regarding appropriate treatment, prophylaxis, and antidotes for various public health emergencies (e.g. infectious disease emergencies, chemical or radiological threats, etc.); provides and/or supervises direct medical treatment; responds to emergencies appropriately, including citywide activations of the Emergency Operations Center (EOC); conducts after action conferences and reports for quality improvement;
  • Oversees emergency preparedness grants, including deliverables and budgets for: the Centers for Disease and Control (CDC), Public Health Emergency Preparedness and Response (PHEPR), Hospital Preparedness Program, Cities Readiness Initiative, Urban Area Securities Initiative (UASI), and other DPH grants relevant to PHEPR;
  • Represents DPH at city, regional, state, and national emergency preparedness meetings; conducts meetings and conferences with other agencies and representatives; fosters existing and creates new collaborative partnerships with community, regional and national partners;
  • Works with both internal DPH partners and external CCSF partners to develop and coordinate policies related to emergency preparedness; provides oversight and guidance for local partnerships in emergency preparedness including: DPH emergency preparedness and response workgroups, Healthcare Coalition, and Community Based Organizations;
  • Conducts DPH and PHEPR branch staff meetings and conferences; plans, directs, and evaluates professional PHEPR staff development;
  • Directs quality improvement or Lean leadership activities for the section, in coordination with division Lean activities;
  • Champions cultural humility and trauma informed system activities; and
  • Supports the Communicable Disease Section and performs Deputy Health Officer duties.

The 2233 Supervising Physician Specialist – Director of Public Health Emergency Preparedness and Response performs other related duties as assigned/required. 

Minimum Qualifications

  1. Possession of a valid license to practice medicine issued by the Medical Board of California or the Osteopathic Medical Board of California; AND
  2. Possession of valid Board Certification in the appropriate medical specialty area for the assigned facility or division;  AND
  3. Three (3) years of post-residency experience as a practicing physician in the respective medical specialty area;  AND
  4. Possession of valid Drug Enforcement Agency registration with the United States Department of Justice (Special Condition).

Notes Regarding Minimum Qualifications #2 & #3:
The 2233 Supervising Physician Specialist - Director of Public Health Emergency Preparedness and Response position requires experience and Board Certification in Internal Medicine, Pediatrics, Family Medicine, Preventive Medicine, Occupational Health, or Emergency Medicine medical specialty areas.

Special Conditions:
The above minimum qualifications reflect special conditions associated with the position(s) to be filled. They may differ from the standard minimum qualifications associated with this classification. 

One (1) year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a forty (40) hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment. Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

Conditions of Employment:  
All qualified candidates who have been selected for appointment to positions in billable specialty areas must be an eligible billable provider and where applicable will be required to meet the following criteria:

  • Be eligible to participate in Medicare, Medicaid and/or other federal health care programs;
  • Possess a National Provider Identifier (NPI);
  • Submit a completed credentialing application and/or required documentation for credentialing; AND
  • Possess a valid third-party billable provider certification (such as Medicare, Medi-Cal and/or private insurance) OR have submitted a completed billable provider application, along with the required documentation, in order to obtain the appropriate billable provider status.  

Where applicable, failure to meet the criteria and/or ‘Conditions of Employment’ within two (2) weeks PRIOR to start work date may result in the delay of appointment and/or cancellation of the employment offer. 

Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Master’s degree in Public Health or a related field
  • Experience in emergency preparedness and response (COVID-19 pandemic response)
  • Experience in quality improvement processes (e.g. Lean, Results-Based Accountabiity, Six Sigma, etc.)
  • Experience in leading responses to urgent/emergent public health issue (e.g. a large outbreak or a natural disaster)
  • Experience as a public health physician, medical epidemiologist, and/or health officer or deputy health officer
  • Experience in public health communicable disease control and prevention  (COVID-19 pandemic response)
  • Formal physician executive leadership and management training

Selection Procedures

Supplemental Questionnaire/Training and Experience Evaluation: (Weight: 100%)
Applicants will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training, license, certification, and registration. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

The Supplemental Questionnaire/Training and Experience Evaluation is also designed to measure knowledge, skills, and/or abilities in job-related areas which may include, but not be limited to:

  • Knowledge of how to correctly perform technical tasks according to legal and professional standards related to emergency preparedness; thorough understanding of associated policies, procedures and required tools and equipment; technical mastery is sufficient to train and/or direct the efforts of others.

Once submitted, applicant responses on the Supplemental Questionnaire/Training and Experience Evaluation cannot be changed. Applicants must achieve a passing score in order to be ranked on the eligible list/score report. Successful applicants will be placed on the eligible list/score report, in rank order, according to their final score.

After the eligible list/score report is finalized/adopted:

  • The department may administer additional selection procedures to make a final hiring decision (e.g. interviews, written exercise, etc.).
  • Applicants meeting the Minimum Qualifications are not guaranteed advancement through all steps of the selection process.

Certification:
The certification rule for the eligible list resulting from this examination will be Rule of Three Scores.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification. Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Note on Personal Protective Equipment (PPE):
Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.  

Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.
