Under general direction, the Senior Risk Analyst will work on the “Risk Made Simple” campaign and engage Airport stakeholders in using risk-based thinking to drive operations and capital projects. The ideal candidate will help to develop the Airport’s Risk Policy and processes. The individual will help to identify and create a uniform approach to risks and opportunities for the Airport including providing essential data and analysis as needed for Airport Management to make informed risk-related and metrics driven decisions. The selected candidate will perform intermediate to complex analytical studies to assist Risk Management identify key performance indicators and provide solutions.
The Senior Risk Analyst will be responsible for supporting continuous improvement of the various processes across the organization and perform intermediate to high level risk-related reviews. Position will be responsible for providing early warning and recommendations/solution of financial, physical, and/or operational risks to Airport Management by the meaningful use of data and performance metrics.
The essential functions of this position include:
Research, analyze and implement analyses and policy recommendations on special projects or highly visible projects (i.e. enterprise risk management and business continuity planning) that drives actionable insights;
Assist with validation of test case scenarios and ensure proper data collection techniques are used for intermediate to high risk projects or complex solutions;
Assist to formulate and maintain a tiered risk register and internal controls reviews for key Airport assets, operations, and systems, including, if indicated, working with Information Technology and assisting in coordinating risk related software solutions;
Perform difficult analytical studies (of multiple stressors) to integrate, secure, manage, and analyze/model enterprise data to assist with identifying key performance indicators and then track the process afterwards to assist in the determination of meaningful conclusions;
Use complex analysis and from findings/conclusions, create risk related reports, briefings, and presentations to develop forward-thinking analysis that can assist in department policy development;
Apply a level of effort, formality, and documentation in the quality risk management process(es) as is appropriate considering the level of risk and to substantiate and support recommendations and findings;
Use a quantitative approach with probabilistic calculations and “monetized” harm to account for occurrence and severity, respectively;
Identify “decision points” in data to drive accuracy and completeness of intermediate to complex modeling and forecasting including identify future indicators that have substantial or material impact on outcomes and to advise management and prepare recommendations with appropriate supporting documentation on how to address and mitigate against those points;
Assist in mapping processes, policies, budget and product costs to identify risk-related improvements to effectively mitigate against risk and prepare cost estimates and projections for proposed products and services;
Analyze processes and provide intermediate level risk reviews to ensure that third party vendors and contractors actions align with the Airport’s strategic, finance, current compliance and regulatory, and safety goals as well as ensuring the right information is collected and analyzed with sufficient detail and within time as required to complete work; and
Participate in special projects as required.
- Possession of a graduate degree (Master's degree or higher) from an accredited college or university; and three (3) years full-time equivalent experience performing professional-level analytical work, as described in Note A; OR
- Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework as described in Note B and two (2); OR
- Possession of a baccalaureate degree from an accredited college or university, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
- Possession of a baccalaureate degree from an accredited college or university with major coursework as described in Note B and three (3) years full-time equivalent experience performing professional-level analytical work as described in Note A;
Education substitution: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.
- Advanced critical thinking and the ability to integrate data with knowledge gained from complex and/or continuous ongoing assessment including separating objective and subjective experiences;
- Experience in risk, finance, statistical analysis, information technology, fraud prevention, or safety preferred;
- Ability to take ownership of work and make informed decisions from collecting and synthesizing data from a wide variety of information in a fast-paced environment;
- Advanced knowledge of experimentation and statistical methods are a plus;
- Excellent interpersonal skills with the ability to communicate with diverse skillsets at all levels; and
- High caliber analytical skills, including the ability to pull and manipulate large datasets and the ability to recognize complex patterns, and present sound analyses to stakeholders as demonstrated through real-world application.

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying)

Written Core A Examination (Weight: 50%)
Candidates will be invited to participate in a written, multiple-choice examination, designed to measure their relative knowledge, skills and abilities in job-related areas. The “core” multiple-choice examination component may include but not be limited to:
- Knowledge of the principles and techniques of governmental organization and management: the principles and techniques of financial/fiscal analysis and budgeting; ·

- Knowledge of methods, procedures, and techniques needed for negotiations of contract terms, change orders, cost estimates and modifications. ·
- Ability to collect, synthesize, and analyze a wide variety of information; ·
- Ability to conduct difficult analytical studies involving complex administrative and financial systems and procedures; ·
- Ability to work with authority to identify and define problems, determine methodology, evaluate data, make recommendations with appropriate justification and develop/implement a plan of action;

This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.
You will receive one or more scores with respect to the multiple-choice exam component. One will correspond to the core test component and, should any specialty subtests be added to that component, you may receive one or more additional “specialty” scores. Any scores attained on these components will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take any test components for which you have already attained a score.
This core test is also used for 1820 Junior Administrative Analyst, 1822 Administrative Analyst and 1823 Senior Administrative Analyst therefore your test scores may be applied to one or more of these classes if you choose to apply to future recruitments. This is not the same exam that is used for 1824 Principal Administrative Analyst, as such your scores on this exam are not applied to any 1824 recruitments, and your scores from the 1824 exam cannot be applied to this recruitment. If the selection process for the future announcement is held within one year of the date of this examination and it includes any of these components [i.e., core exam or specialty subtest(s)], your score(s) for the corresponding test component(s) will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score(s) to the other announcement or (b) re-take the test component(s). Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the test component (core or specialty subtest) is used. Descriptive Essay Writing (Weight: 20%)
Candidates will be evaluated and scored based on the information provided in a descriptive essay writing to assess their knowledge, skill and ability level in one or more of the following job related areas as appropriate. Oral Examination (Weight: 30%)
Candidates who meet the minimum qualifications will be invited to participate in an oral examination designed to measure their relative knowledge, ability and skill levels in job related areas. Written, assessment type, or other performance-based exercises may be utilized. Candidates will be placed on the eligible list in rank order according to their final passing score. Candidates who meet the minimum qualified applications will be invited to participate in the Descriptive Essay Writing and Oral Examination.
A passing score on all exam components must be achieved in order to continue in the selection process and be placed/ranked on the Eligible List.
Transportation Security Administration (TSA) Security Clearance
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
The certification rule for the eligible list resulting from this examination will be Rule of Three Scores pending approval from the Union for an expanded certification rule. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
A confidential eligible list with names of candidates who have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established so interested parties can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of candidates on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once that eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director.

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI).
